UTC Aerospace Systems is one of the world's largest suppliers of technologically advanced aerospace and defense products. In 2012, UTC Aerospace Systems was formed by combining two industry leaders, Hamilton Sundstrand and Goodrich, creating an organization with key positions on a wide range of aircraft flying today and substantial content on various UAVs, satellites and ground and naval vehicles.
The incumbent is responsible for the cost, schedule and technical performance of a major program. The program generally serves a single customer and requires coordination of program requirements across planning stages usually with several subcontractors. He/she will report to Program Director and will be responsible for a large team as well as the associated resources. Performance at this level requires a solid grounding of company products, processes and technologies. He/ she relies on extensive experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required.
1. Aids in the negotiation of contracts and contractual changes including coordinating preparations of proposals, business plans, proposal work statements, operation budgets, specifications and financial conditions of contracts.
2. Develops new business and/or expands product line with customers.
3. Identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
4. Establishes milestones and monitors adherence to master plans, schedules and budgets.
5. Monitors the effective use resources allocated to the program.
Travel Required: 10-20%
Bachelor's degree in Engineering (required), Electrical (desired).
Ten years of experience as a program manager or project engineer /chief engineer for the design and development of electronic equipment for the aerospace industry. (Required) Experience as an engineer designing and developing electronic equipment for the aerospace industry. (Desired)
Ability to lead and manage a team of design engineers and to develop a strong working relationship with the customer. (Required)
Government Contracting Regulations under the FAR: Demonstrated understanding of the relevant general Accounting and Finance principles as they pertain to contract pricing and reporting. Knowledge of profit principles and fee guidelines to effectively develop and propose the appropriate fee structure and manage accordingly.
Risk Management: Demonstrated knowledge of Project Risk Management and employment of Risk Management processes consisting of developing a risk management plan, performing qualitative and quantitative risk analysis and effectively monitoring and controlling risk through the utilization of a Risk Register.
Contract Review: Demonstrated ability to conduct a thorough Contract review including SOW, Terms and Conditions, Deliverables and Technical and Delivery Specifications and Standards. Incorporates all requirements into the Program Plan and updates as required by Contract Changes to ensure delivered product or service fulfills all contractual obligations.
Financial Acumen: Possesses broad understanding of financial processes, financial performance measures and rate structures. Possesses understanding of the linkage between financial performance and processes and the cost elements and financial performance of individual contract performance.
Skilled in the use of MS Project, Excel and Powerpoint. Knowledge of Earned Value Management/Measurement System (EVMS) Required.
PMP certification preferred.
