This position is located in the office of the Facilities Division (M41) of the Installations and Logistics Directorate, Bureau of Medicine and Surgery (BUMED) Headquarters.

The major duties of this Interdisciplinary position may include, but are not limited to:
- Reviewing long-range plans and/or guides the staff in the determination of project costs and scope for which authorizations are to be requested.
- Keeping abreast on any construction and/or design problems which may develop during the course of the construction.
- Managing the development of major and/or minor construction planning, programming, budgeting, design, and/or construction of healthcare facilities.
- Supervising the formulation of the design criteria for medical facilities which could include Naval Hospitals, medical and dental facilities, research facilities, and/or their support facilities.
- Providing professional consultation on matters covering location, site development, construction, architectural/engineering programming, and/or design of facilities.

Basic Requirements: The Office of Personnel Management has identified the following minimum educational requirement for this position:
For the GS-0801 and GS-0810 Series:
Have (or will complete by entrance on duty) a bachelor's or higher degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (beyond first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics.
Currently registered as a professional engineer by any State in the United States, the District of Columbia, Guam, or Puerto Rico. (Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.).
S uccessfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Board of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. (Applicants who have passed the EIT examination and have completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college or university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the (ABET) may be rated eligible for certain engineering positions at GS-5. (Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program.).
Successfully completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
Successfully completed a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, AND have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior profession engineering-type experience, e.g., in interdisciplinary positions. (Submit documentation to support your eligibility under this criterion).
For the GS-0808 Series:
Have successfully completed a full 4-year course of study in an accredited college or university leading a degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
Have a combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in response A or Experience: l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience that demonstrates thorough knowledge of the fundamental principles and theories of professional architecture.
Minimum Qualifications: In addition to meeting to meeting the Basic Requirements as described above, applicants must meet the following qualification requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
GS-15: At least one year of specialized experience equivalent to the next lower grade (GS-14) in the Federal service or equivalent public or private sector providing professional consultation on matters related to facility planning, design, construction, and maintenance of medical facilities; making recommendations on proposed space planning, design, and construction criteria of where facilities may be going; ensure the goals and objectives of each program/project are met; and supervise a staff of engineers, project managers, and/or architects.
Selective Placement Factor: This position has a Selective Placement Factor (screen-out) which will be used to determine minimum qualifications. Applicants not possessing this Selective Placement Factor will be found ineligible. The Selective Placement Factor is:
Applicants must have a current Professional Engineering Registration OR be a current Registered Architect.
