The Unified Communications Service Line Manager will be the co-owner, leader and internal advocate for specific MDA/CIO IT Service Lines of business associated with the project requirements, operations, maintenance support and reporting for the Unified Communication services. This position is located in Huntsville, Al or Schriever AFB, CO on the JRDC program.

In coordination with the MICS contract, the Unified Communications Service Line Manager supports those services offered by the Office of the MDA CIO to include VTC, VoIP systems, and Audio Visual systems. The Service Line Manager will be responsible for co-leading successful implementations of the responsible Line of Business through collaborative efforts with the Service Operations Managers, other Service Line Managers to include the MICS contract, and Government stakeholders. The Service Line Manager optimizes products and functions as the expert on the Unified Communication line of business. The Service Line Manager will also be responsible for the strategic planning process of their specific service line for the Missile Defense Agency (MDA) Information Technology (IT) Services organization. The Service Line Manager will be responsible for managing the impact of future service enhancements, performing requirements analysis, defining service levels and metrics, and providing cost recovery strategies for the Unified Communication line offering. The Service Line Manager will provide the service enhancements and cost recovery strategy in a structured business architecture approach. The Service Line Manager shall capture and integrate IT/Business requirements from the Agency’s two/three letter organizations and the Service Operations Managers to deliver a forward looking (quarterly and 18 month) Service Portfolio view. The Service Line Manager will proactively monitor lines of business’ operating performance for the MDA IT organization and collaborates with the business leaders to research plan variances, analyze cost trends, adherence to MDA IT Portfolio strategy, and monitors other metrics such as pricing/cost trends. Must proactively identify and recommend solutions to improve the health of specific lines of business. The Service Line Manager co-leads all lines of business-related activity as the technical expert and primary resource within the IT organization for specific lines of business.

Candidate must have a Masters degree with 8+ years experience in the field of IT Business Analysis and/or Business Relationship Manager. Candidate must be knowledgeable of Information Technology disciplines and industry trends pertinent to the discipline. Candidate must be able to demonstrate and articulate efficiency and effectiveness of Service Line Models established in past endeavors; experience in gathering and developing IT business requirements. Demonstrated oral, written, and interpersonal skills, including facilitation and group presentation skills; demonstrated knowledge of project management, business analysis to include working with customers on the development of business and functional requirements, requirement management and Service Level Management methodologies. Candidate must have or be able to obtain a DoD Secret security clearance. Experience in developing a Fee for Service Model or chargeback accounting, and IT experience working within a Unified Communication environment. Candidate must have experience managing one or more significant change efforts in a business environment. Candidate must have a background in risk management, resource allocation, and financial management. Must have at least ITIL foundations or be able to certify within 6 months of hire.

Experience with presentations to Senior Management, BMC Remedy, standard office automation software packages; experience designing, developing, implementing and using key performance indicators to guide program growth. The candidate should have the ability to tactfully and persuasively manage conflict and negotiation. ITIL expert.
