The primary purpose of this position is to perform as a supervisor within the Contracting Division, responsible for acquisition planning, award, administration and closeout of contracts and delivery orders involving complex, high-dollar worldwide environmental programs supporting Headquarters, Air Force Center for Environmental Excellence, an Air Staff field operating agency.
Employee serves as a warranted contracting officer.
Supervise contracting professionals in accomplishing contractual actions in support of AFCEE mission requirements.
Lead and mentor branch members to develop their skills as team participants in achieving customer needs and expectations in a timely manner.
Serve as a business advisor to AFCEE leadership and Environmental Contracting Division Chief concerning business strategies and work operations.
Perform special projects and problem resolution as required; including all required research/fact finding.
Perform full range of duties required of a warranted contracting officer.

A 4-year course of study leading to a bachelor's degree with a major in any field;
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000.
Current members of the armed forces (that self-nominate prior to retirement/separation), and Current DoD employees are exempt from the basic requirements if: Served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; Served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty.

This is a Warranted Contracting Officer position.
At least 2 years of experience in a contracting position is required
; at least one (1) year of specialized experience must be at the next lower grade (GS-13) or equivalent.
Specialized experience must include
(1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation.
Duties may have included awarding of contracts within delegated contracting authority.
Extensive judgment and originality in structuring the contract; decisions are accepted as authoritative and serve as the basis for committing the agency or activity.
Results of the work are normally accepted without change.
Uses ingenuity and originality in interpreting, applying, and deviating from established procedures or techniques for the purpose of establishing negotiation strategies or positions, and for reaching settlement agreements.
Provides advice and guidance on contracting matters to project managers and contracting officers.
The work affects numerous subordinates in improving responsiveness to customer requirements and insuring that mission responsibilities are met and maintained.
(TIG) Requirement for General Schedule (GS) Positions:
Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.
The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of contracting laws, principles, and regulations to analyze familiar and unfamiliar contracting situations and develop and implement sound acquisition strategy.
Solid working knowledge of all contracting techniques such as incentive contracts, award fee contracts, patent and data rights clauses, furnished property acquisition and disposal, etc.
Ability to understand the use of all contract types and techniques and their proper application on the myriad of contracting situations in HSW/PKV.
Knowledge of the various MIS systems.
Knowledge and skills of leadership, management and supervision and an ability to motivate the workforce.
Skill in interpersonal relationships.
Knowledge of the various equal opportunity and affirmative action programs.
Skill in all contracting specialties to include both pre-award and post-award functions.
Excellent skills in written and oral communications.
Knowledge of civilian personnel management regulations and procedures in order to manage and supervise subordinates.
Analytical ability and experience to review recommendations from assigned team leaders and recommend approval/disapproval.

Credit will be given for appropriate unpaid and or part-time work.
