Phase One Consulting Group is seeking an Enterprise Architecture Program Manager. Typical duties will include day to day project management of IT and systems engineering support staff and tasks for the state of Hawaii’s Office of Information Management & Technology (OIMT). The Program Manager will leverage his/her background in solutions architecture, ERP implementation, and business process reengineering to work with IT and business stakeholders to provide oversight and management of proposed technologies and vendor products in the context of the overall architecture, and to set clear priorities for the team.
Provide project management in support of enterprise architecture, systems engineering/integration, and business process reengineering environment to include the development and maintenance of a schedule, status reports, client meetings, facilitated sessions, etc.
Develop and provide guidance for EA and IT business strategy development
Manage a team of architects (enterprise, technology, system, information), developers and communication specialists to support large-scale system analysis and recommendations
Document architecture artifacts for strategy, process, technology, and data domains
Provide guidance and assistance with the development of communications program
Serve as a solution/applications architect alongside of PM responsibilities
15 years of experience working in Enterprise Architecture IT Governance domains, especially in highly federated environments
15 years of experience of government experience as either a government employee or contractor
Experience with state governments and federal government
Master’s Degree in Computer Science, Mathematics, Engineering, Business or related fields
Demonstrated understanding of, and experience with, analysis in the performance, business, data, application, and technology domains
Experience with the State of Hawaii government, specifically the Office of Information Management and Technology (OIMT)
Experience managing diverse team of individuals, including enterprise architects, solution architects, business architects, and systems engineers
Experience working with business users, analyzing business functions and systems, and developing recommendations, as well as establishing best practices and lessons learned
Ability to coordinate and facilitate stakeholder and subject matter expert interviews
Ability to grasp business requirements, business process, current systems functionality, and propose new requirements or process changes
Possess strong oral and written communication and presentation skills
Ability to enter client environment and provide business process change recommendations after a detailed assessment of the requirements and the current state
Be client friendly and have the ability to build and maintain trusting and value added client relationships
Candidates must be able to work at client sites located in Honolulu, HI and must be able to obtain a State government client badge and may be required to pass a government background investigation
