A s an entry level contracting professional, you will receive developmental assignments designed to provide the training and experience needed to prepare you for progressively more responsible and complex assignments. Typical assignments include:
Preparing solicitations for acquisition of goods, services, Information Technology, and/or Research and Development
Performing market survey to determine availability of requirements
Conducting negotiations and prepares associated correspondence
Drafting final contract
Analyzing proposals to determine compliance
Utilizing various socio-economic programs for acquisitions
Monitoring contractor performan ce
Preparing case file for close-out
You must have:
A. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. This education was obtained at an accredited college or university. (Note: You must provide legible transcripts as verification of your education) OR
B. A 4-year course of study leading to a bachelor's degree with a major in any field. (Note: You must provide legible transcripts as verification of your education)
In addition to meeting paragraph A or B above, you must have:
Two full academic years of progressively higher level graduate education OR masters OR equivalent graduate degree OR LL.B. or J.D. in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
One year of specialized experience equivalent to at least the GS-07 level.
Specialized xperience for this position includes but is not limited to:
Reviewing acquisitions to determine proper specifications and purchase descriptions
Evaluating bids or proposals for compliance with specifications
Considering financial responsibility of suppliers by evaluating contract performance on previous contracts
Monitoring progress of contractors
Coordinating contracting activities with other Government agencies having interrelated requirements
Applying guideline material by reading and interpreting procurement regulations and technical material in order to assist in the preparation of solicitation of documents
Limited range on contracts involving firm, fixed-price actions
Drafting simple contract provisions and supporting documentation
A combination of education and/or experience may substitute for the specialized experience requirement.
EXCEPTION: Federal employees in GS-1102 positions will be considered to have met the qualification requirements for positions they occupied on 01/01/2000 and meet the specialized experience requirements. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
All academic degrees and coursework must be from accredited or pre-accredited institutions.
A written test is not required.

Conditions of Employment:
Selection for this position may require completion of a 1-year probationary period.
This position requires approximately 1-5 nights of travel per month.
