Under the direct supervision of the Enrollment Assistance Supervisor, the Enrollment Assistance Specialist will be responsible for regional level recruitment of eligible entities, such as hospitals, clinics and other Community Based Organizations that reach the desired Covered California Program target markets and ongoing monitoring of Enrollment Entity activity. The Enrollment Program Specialist will need to identify, meet with, and assist entities that can reach the target market, in the registration process to become a Certified Enrollment Entity (CEE). Progress toward the regional goals (based on ethnicity, language, and employment sector and income characteristics) will be monitored and reported regularly by the Enrollment Assistance Program Specialist to the Enrollment Program Supervisor for the region.


Entity Recruitment and Management
Research, identify and recruit entities to become CEE’s that serve Covered California’s target population
Develop strategic relationships to help promote Covered California’s initiatives

Ongoing entity support, including:
Identify target areas,
Assist with Enrollment Assistance certification process,
Collateral fulfillment,
Ensure staff presentations/education are current,
Provide AEE’s and staff with technical assistance and coaching,
Monitor AEE and staff activities to ensure compliance,
Communicate program updates
Conduct presentations to entities and groups to increase awareness of Covered California’s Assisters Program and to drive entities into enrolling as CEE’s
Utilize presentations to encourage entities to complete the CEE registration process to meet target population goals for the region
Research, identify and secure CEE participation at community events
Provide logistical assistance for community outreach events, staff events, and/or provide oversight as needed
Attend, when appropriate, community led outreach events to solicit and encourage CEE’s in Covered California’s Enrollment Assistance program
Network at events to identify outreach opportunities (presentations & events) and follow-up as appropriate
Update and maintain RHA’s database to report all CEE and potential CEE contact resulting in site visits, presentations, community events, collateral material distribution and other activities
Attend and participate in monthly Outreach meetings, RHA quarterly meetings and other RHA meetings
Additional duties
Maintain full knowledge of all elements of Covered California to accurately carry out job responsibilities
Record time accounting accurately and secure management approval for overtime and make-up time in advance
Maintain and submit accurate and timely expense reports


We are searching for individuals who meet the following educational and experiential backgrounds:

Must have two year college degree or equivalent
Preferred: four years of college or equivalent
Must have minimum of two years of experience working with non-profit and/or community based organizations and social service oriented agencies, and/or medical providers, hospitals or clinics
Preferred: Pharmaceutical sales experience
Must have understanding of grassroots marketing and outreach techniques and strategies
Must have demonstrated experience in developing and engaging community organizations, networks and strategic partnerships
Must have understanding and experience with performance-based contracts and the balance between contract compliance and technical assistance needs and support.
Bilingual capabilities as required for reaching regional goals
Must have excellent communication skills (verbal and written)
Must have excellent planning abilities and superb organizational skills
Must have strong interpersonal skills
Knowledge of and proficiency with programs such as MS Word, MS Excel and MS Access, PowerPoint
Must possess strong public speaking skills, preferably with experience in public speaking or training

Must possess a vehicle with at least the minimum liability insurance limits for use on company travel, a good driving record and a valid California driver’s license
