The position is responsible for the performance of analytical and development activities in support of geographical information system ( GIS ) automation programs for the Department of Environmental Protection. The GIS programs will operate in concert with other DEP program areas: MS4 permit reporting, stream restoration, biological monitoring, environmental enforcement, Water Quality Protection Charge, water and sewer, and tree conservation. The position provides GIS support for all DEP divisions (Watershed Management and Environmental Policy and Enforcement) and the Office of the Director as required. Projects require a multitude of applications for a variety of disciplines including, forestry, inventory and modeling, land use analysis, hydrographic and hydrologic profiling, digital orthophoto imagery preparation, planimetric mapping services, demographics, and training. The position is a team leader level position and reports directly to the Manager III to support all Departmental geographic needs.

Experience: Three years of experience in the information technology field in the GIS area, including systems analysis and programming related to the duties of the position.
Education: Bachelor's degree in computer science or a related field from an accredited college or university, or certifications in specific programming languages or operating systems may be required, depending on the duties of the position. Programming languages might include Visual C++, Visual J++, C++, C, SQL, PowerBuilder, Oracle Developer 2000, Cobol.
Equivalency : An equivalent combination of education and experience may be substituted. For applicants possessing very hard-to-find skills which are a critical need to the department/agency, training and certification may be accepted in lieu of full degree requirements. Preferred Criteria

1. Experience with ESRI ArcGIS Desktop, ArcGIS Server, Spatial Analyst, and 3DAnalyst, ArcIMS, ArcSDE and/or ArcGIS Server, CAD software (e.g.: AutoCAD) and conversion to GIS format.
2. Knowledge of the practices and procedures used in organizing and editing geographic data layers, especially in an urban environment.
3. Experience working with relational database development and queries.
4. Experience in document scanning, management, image registration and raster to vector conversion.
5. Experience in composing map models utilizing field data including LiDAR, specifically 3D modeling, slope, volume, area, hillshade analysis, raster rectification, spatial modeling, , 3D animations, surface modeling, image analysis, cartography.
6. Experience with data analysis and sorting for revenue generation, budgeting and projection.
7. Experience working with Google Map API .
9. Experience in project management.
