This is professional work in support of the Finance Department and will be supervised by the Financial Planning Manager. The job description includes generic tasks that are assigned based on the responsibilities of the particular position. Incumbent performs a variety of technical and analytical duties pertaining to the maintenance and analysis of the City’ financial management system. Prepares financial reports and statements, maintains and reports the City's funds, and completes special projects and activities in accordance with professional and legal standards.

Primary Duties:
  • Maintains governmental fund type or proprietary fund-type accounting records. *Prepares financial forecasts for use in developing short- and long-term financial plans. *Assesses fiscal impact of development projects within City’s service and revenue areas. *Maintains financial and statistical databases and prepares statistical reports. *Prepares adjusting journal entries to general ledger, special ledgers, and other fiscal records to reflect accurate accounting and distribution of income and expenses to appropriate accounts. *Ensures that input data is properly prepared, documented and processed for various ledgers, journals and other reports. *Reconciles individual ledgers to City’s general ledger. *Prepares monthly and periodic reports. These reports include, but are not limited to, the Monthly Financial Report, Sales Tax Trend Report, METRO report, and Water Sold versus Water Produced; assignment of additional reports may be made as needed, depending on the needs of the Finance Department. *Actively monitors the financial condition of assigned areas of responsibility, including evaluating actual financial performance against budget and historical trends; alerts the supervisor of significant variances, causes, and potential implications thereof. *Provide technical support and analysis to complex financial studies, such as utility rate studies, cost of service reviews, and user fee studies under the direction of supervisor. *Prepares in-depth analysis of large datasets of information and prepares written executive level summaries including the preparation of tables, charts and graphs to effectively convey complex information.. *Establishes effective working relationships with all levels of City staff and managers, and works in a consultative capacity to resolve financial administrative issues. *Audits subsidiary journals, registers and other original entries prepared by subordinate employees for accuracy and propriety. *Works with other City departments in preparation of the annual budget. *Assists in the production of the annual financial report for the City and for the State Auditor. *Assists State Auditor's staff in audit of the individual fund accounting records and financial statements. *Reconciles accounts and adjusts irregularities. *Responds to departmental and general public inquiries relating to areas of responsibility. *Performs a variety of complex computer applications, including word process, spreadsheets and other specialized programs. *Maintains knowledge of current municipal accounting principles and practices. *Communicates verbally with customers, city staff and council, outside agencies, and the public in one-on-one settings, group settings and over the telephone. *Produces written documents with clearly organized thoughts using proper sentence construction, punctuation and grammar. *Performs special projects at the request of the supervisor, Director, or Financial Services Manager. *Organizes and prioritizes assignments to achieve maximum efficiency and meet established goals. *Exercises sound and ethical judgment in the decision making process. *Regular, reliable and punctual attendance *Performs related work as assigned. * Works effectively under pressure and with frequent interruptions. *Completes work and projects in a thorough and timely manner. *Understands and follows directions from supervisor, posted work rules and procedures. *Works courteously and effectively with public officials, citizens, contractors, vendors, developers, supervisor, and other employees, both in person and over the telephone; assisting them with a wide variety of information pertaining to City and department. *Due to internal and external customer service needs, incumbent must be able to work a full-time schedule, on site (appropriate City sites). *Shows initiative in performing job functions; can function independently and effectively with minimal direction from supervisor. * = Primary function. Minimum Qualifications:
Bachelor’s degree in accounting or closely related field and four years of professional accounting experience OR a combination of education and experience which would provide the applicant with the desired knowledge, skills and abilities to perform the job. Experience in a municipal setting preferred.

Additional Information:
Works indoors in a clean, climate-controlled workspace and outdoors. Frequently required to use hands-to-finger, feel or handle writing utensils, computers and office supplies which require repetitive arm, wrist and hand movement. Occasionally required to stand and reach with arms and hands, climb, balance, stoop, kneel, crouch, bend or crawl . The employee is occasionally required to lift or move up to 20 pounds. Position requires mental acuity to ensure thorough mental analysis of situations in a fast-paced environment. Employee is required to maintain confidentiality of information within the department. The employee may be required to deal with disgruntled individuals requiring the use of conflict management skills. Employee is frequently required to perform work in confidence and under pressure for deadlines, and is required to maintain professional composure and tact, patience and courtesy at all times.
