Position Summary: The primary purpose of this position is to serve as the senior legal advisor and subject matter expert of Contracts and Environmental Law for the 88th Air Base Wing (ABW) Staff Judge Advocate.

Performs expert professional legal research and provides professional guidance, interpretation, and advice during all phases of Wing operational contracts; solves an array of complex legal problems arising from formation, award, and post-award contract issues, including complex and first-impression issues.
Drafts litigation reports and other legal documents.
Provides advice to support all aspects of environmental law to include compliance, restoration, natural resources, and historical preservation.
Drafts legal opinions on environmental and real property issues that contain complete development of the facts and legal analysis resulting in appropriate advice for resolution of the problem or recommended course of action.
BASIC QUALIFICATIONS :
Applicants must meet all of the following:
- Have a first professional law degree (LL.B. or J.D.) that is accredited by the American Bar Association;
- Active (or equivalent) membership in good standing in the bar or highest court of a state, U.S. territory, U.S. commonwealth or the District of Columbia;
- Never been disciplined, sanctioned, or had fitness to practice law challenged by any bar or court or a state or territory of the U.S. or District of Columbia,
IMPORTANT: You must provide supporting documentation: Current Bar Membership and current official certification of your fitness to practice law. All certifications must be dated no more than 120 days prior to submitting the application. (In most states, you can obtain this certification, usually referred to as a Certificate of Good Standing, from The Supreme Court, Office of Attorney Services). Additionally, if you have been a bar member for less than five years, a copy of your final law school transcript and, if available, a statement of relative class standing is required. Failure to submit all of the proper documentation will result in removal of your application from consideration.
- Professional legal experience in excess of three years commensurate with the duties and responsibilities of the position. This experience must be professional legal experience in analyzing difficult and complex legal and factual issues in the area of contracts, environmental law, and real property matters.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

- Expert knowledge of, and ability to research, analyze and apply applicable Federal and State statues, case law precedents, and Department of Defense and Air Force regulations, instructions and manuals to unique and complex legal problems.
- Knowledge of and ability to apply administrative rulings and decisions from Federal agencies, arbitrators, administrative boards and other decision-making entities.
- Ability to effectively communicate, both orally and in writing, with the highest degree of professionalism.

CONDITIONS OF EMPLOYMENT/OTHER SIGNIFICANT FACTS:
Must file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- This position requires that you be able to obtain and maintain a an appropriate security clearance.

- May be required to work irregular shift over-time.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This is an Excepted Service appointment. The appointment made under the provisions of this announcement is excepted from competitive civil service and may require the incumbent serve a trial period. An applicant receiving such an appointment does not acquire competitive civil service status.
Must be currently licensed as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.
HOW YOU WILL BE EVALUATED:
BASIS OF RATING: No written examination will be required. Applicants will be rated on the content of the application, considering education, experience and other professional qualifications; that the best qualified applicants will be given an oral interview to further evaluate suitability and knowledge of the law; that final selection is a two-part process comprised of: (1) rating by the local civilian attorney committee (including results of the oral interview); and (2) final review of qualifications of the best qualified applicants by the qualifying authority including, in its discretion, another oral interview; and that final selection is subject to approval of the qualifying authority which may revise the rank order of preference of selection.
