This position is located at the Federal Law Enforcement Training Center (FLETC), Administration Directorate (ADM), Environmental & Safety Division (ESD). The selectee will be responsible for developing and implementing significant portions of the Occupational Safety and Health (OSH) program.

DUTIES: Being a Safety and Occupational Health Specialist in the ESD makes you a valuable member of the FLETC team and mission. You will serve as advisor and consultant to FLETC managers and provide policy, program management and technical support to establish and maintain safe and healthy workplaces that are free of known hazards and are conducive to quality training and facility management. Typical assignments include:
  • Ensuring that existing and new training requirements, policies, and procedures mandated by the FLETC meet occupational health and safety requirements for Federal employees and contractors where specific guidelines are present and that law enforcement training activity, not specifically provided for, meet the spirit of appropriate laws, rules, and regulations.
  • Formulating plans (both short-term and long-term) and policy for, developing, directing, coordinating, managing and evaluating a large-scale, complex Occupational Safety, Health (OSH) program.
  • Developing and implementing the essential portions of the OSH program.
  • Conducting detailed safety inspections in law enforcement training areas that includes, but is not limited to, counterterrorism, live fire shoot house, basic and advanced firearms, advanced and basic explosives, high speed pursuit vehicles, high speed waterborne vessels involved in pursuit activity and more.
  • Assessing, evaluating, and monitoring OSH program execution at all FLETC locations to determine compliance with applicable standards and adequacy in protecting the safety and health of employees and the public.
  • Conducting risk assessments, evaluating occupational safety and health risks per the Risk Assessment Code (RAC) standards established by the American National Standards Institute (ANSI).

QUALIFICATIONS REQUIRED: All applicants must meet the qualification requirements listed below by the closing date of this announcement.

For the GS-12 grade level:

Applicants must possess at least one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service planning, directing, and evaluating a complex safety program to include work place safety, occupational health, and fire safety programs.

If you meet the minimum qualifications, your experience, education and training will be evaluated in addition to the online job questionnaire that is based on the following competencies needed to perform this job: Safety and occupational health management principles, practices and procedures and body of laws, regulations and precedent decisions applicable to high risk training and operational activities and facilities. Practical methods and techniques and hazard and fault-tree analysis sufficient to evaluate and resolve occupational safety problems where standard methods are not readily applicable.
  • Operational work processes and field exercise training in a law enforcement training environment.
  • Skill in compiling, organizing, preparing and presentation of technical data, both orally and in writing, sufficient to prepare and present formal reports to management, to provide full, clear and concise information, and to develop documentation in support of recommended programmatic changes, additions, etc.

    Best Qualified: This is the highest category and will be used for candidates who possess the type and quality of experience that substantially exceeds the minimum qualifications of the position and demonstrates high proficiency in all of the critical competencies.

    Well-Qualified: This is the next lower category and will be used for candidates who possess the type and quality of experience that exceeds the minimum qualifications of the position and demonstrates acceptable proficiency in all of the critical competencies.

    Qualified: This is the lowest category and will be used for candidates who possess the type and quality of experience that meets the minimum qualifications of the position and demonstrates basic proficiency in most of the critical competencies.

    Physical Demands: The work requires inspection of field sites, construction sites, and wide variety of physical structures and scenarios necessitating frequent walking, prolonged standing, occasional climbing and occasionally varying, moderately heavy equipment.

    Work Environment: Onsite evaluations and inspections involve exposure to inclement weather (primarily high heat and humidity), operating equipment, machinery, firearms, vehicle emissions, chemicals, hazardous and biological wastes, dust, vapors, and fumes, and high noise levels. Protective gear is required. Significant and sometimes prolonged periods of the incumbent's time also involve performing sedentary tasks in an office setting.

    Other Requirements:

    The selectee must possess and be able to maintain the following certifications/licenses:

    (1) Hazardous Waste Management Certification;

    (2) Hazardous Materials Handling Certification DOT 49 CFR - (Nos. 1 and 2 are annual requirements for manifest signature authority and hazardous waste handling);

    (3) Lead Abatement Supervisory Certification;

    (4) Asbestos Abatement supervisory Certification; and

    (5) First Aid, CPR, and Defibrillator Training Certification.

    The selectee must also complete within 12 months of employment and maintain annual certification as a Contracting Officer's Representative.

    This is a drug testing position which requires a urinalysis to screen for illegal drug use prior to appointment. Employment is contingent upon favorable results. The employee will also be subject to random drug testing.
