Senior Systems Engineering Lead capable of leading large, complex, multidisciplinary and multi-institutional research and development efforts for highly visible and challenging Government programs, with an emphasis on Warfighter Protection. Seeking a highly motivated candidate to lead a team of systems engineers and project managers in a collaborative team environment to establish project direction and work independently with minimal oversight. Position will require close partnerships with Government Systems Engineering & Integration (SE&I) Leads, interfacing with program product team leads, managing APL systems engineering team to support the development, test, documentation and management of concepts, requirements (system, element, segment, or subsystem level), external and internal interfaces, plan testing and have oversight on other systems engineering activities.
Team Leadership, Project Planning & Support to Project Management Office (PMO)
: Establish and promote a project climate conducive to creativity, innovation, collaboration, growth, productivity, and respect for others. Conceive and define essential program development efforts, identifying specific tasks for the SE&I Team members. Estimate task durations, ensure appropriate prioritization, and manage tasks to completion understanding interdependencies and critical decision making alternatives. Conduct schedule planning & coordinate inputs to maintain program level Integrated Master Schedule. Assist the program in risk management and mitigation strategy development. Implement a corrective action process to document problems, determine root causes and implement solutions. Facilitate multi-disciplinary and multi-institutional working sessions to cross thread and integrate activities across the program. Ensure that project staff are applying best-practices, including quality management practices and timely completion of deliverables. Ensure that the highest standards of technical excellence are met on every project. Provide weekly and monthly status reports. Assist with presentations for Program Management Office (PMO).
Ensure appropriate processes are in place to be able to solicit interfacing team needs and requirements. Analyze discussions and documents to aid in distilling technical requirements. Provide oversight to the requirements documentation development and requirements traceability processes. Familiarity with requirements generation using DOORS, or DOORS import/export tools.
Technical Documentation Management:
Produce system and subsystem review criteria and processes/recommendations for technical deliverables. Produce interface documentation. Participate in the development of test and integration plans & tailored approaches. Evaluate technical documentation produced by others. Ensure implementation of project-wide document repository & collaboration tools.
Test and Integration:
Assist with test planning including review board preparation. Oversight of system integration test execution activities. Support operational testing. Evaluation of documentation of test results.
Application of Systems Engineering Process Principles:
Candidate must have familiarity with systems engineering process, typical control gates, milestones, and readiness activities. Experience with both "water fall" and "incremental development" /agile approaches. Make specific process tailoring recommendations to achieve project objectives.

BS or equivalent in relevant scientific or engineering discipline with at least 10 years of applied systems engineering experience.
Excellent organizational, people, project planning and execution skills.
Strong leadership of multi-disciplinary technical teams.
Demonstrated ability to manage performance, cost, and schedule through the full life cycle of a project.
Experience managing projects within quality management system guidelines.
Strategic thinker with ability to interact with all levels of staff and management and high-level executives of the intelligence community, academic community, the Defense Department, and other government agencies.
Excellent written and verbal communication skills.
Demonstrates high proficiency in mentoring, thinking creatively and project planning. Can demonstrate a high degree of common sense and provide a credible track record of being resourceful. Experienced in planning for and implementing organizational change. Forward-thinking and proactive. Technical experience or education in mechanical design, biomechanics, biomedical engineering or related discipline.
Special Working Conditions:
Regular travel to attend Program reviews and technical symposia (10%).
