The Corporate Fair Lending group (CFL) reports into the Legal and Compliance Department of JPMorgan Chase & Co. CFL is responsible for setting corporate fair lending policy and working across multiple lines of consumer business' to develop and implement an effective Fair Lending program. Each line of business has a Fair Lending Executive and project team, who interface with CFL to ensure best practices are in place. This position would report to the Corporate Compliance Strategy Director of Fair Lending (FL) and would be primarily responsible for firm wide FL strategic program policy and procedures; working with the Chase Lines of Business and the Compliance and Control functions to monitor adherence to Program requirements and integrate best practices. The role would ensure Lines of Businesses (LOB's) maintain clear policies & procedures, align with Operational Risk and Control functions, and are in compliance with Global Corporate Compliance requirements, such as minimum testing standards, risk assessments and ongoing reporting. Job Responsibilities: Enhance CFL program as needed to realign Fair Lending risk management strategies with the changing scope and complexity of the company's business model and practices with relevant emerging issues or trends, regulatory guidance or new legislation Develop FL & CRA strategic plans, initiative / project requirements, and communicate enterprise wide requirements to LOBs Develop and maintain up to date CFL department policies and procedures to stay in compliance with regulatory environment and communicate changes to audit, LOBs and others as appropriate Provide leadership / recommendations within and across Lines of Business to assess gaps and modify policies, procedures, governance etc, Work across LOB's to assess the validation of new policies, procedures, and processes across the lending cycle, ensuring are developed and implemented with the appropriate controls and are reviewed for FL compliance. Manage integration of FL & CRA strategy and requirements into regulatory, operations, and control environments CFL Interface with Compliance, Control, and Ops. Risk, and LOB's to implement programs Oversight of FL Action Plan opportunity across LOB and across the regulatory risk and control environment Monitor Chase compliance systems for accuracy and develop required CFL reporting Participate as fair lending subject matter experts and project lead in select projects involving fair lending Interface with first line of defense Risk functions on Fair Lending risk validation of monitoring and testing as outlined in the RCSA Coordinates alignment of Line of Business RCSA test plan with CFL analysis and testing plans Lead for CFL technical development - System enhancements (Phoenix, CATTS, etc.), scoring engines, attributes / models, etc. Responsible for understanding LOB monitoring and analysis, and how fair lending monitoring and analysis aligns across lines of businesses Interface with LOB's as CFL functional lead to identify controls and ensure the business implements monitoring and validation procedures. Serve as cross LOB CFL communication hub to share best practices and risks across 'One Chase' LOB's Assist with the communication of policies for federal and state regulations related to fair lending practices
Minimum 5 years of lending, and / or regulatory compliance background Demonstrate excellent interpersonal and communication skills, with the ability to interact with all levels of management Influencing, coaching, and consulting skills Strong organizational skills and ability to manage multiple tasks and projects Project management and strong technical skills (Micro Soft applications - Excel, Power Point, etc) Must be self motivated, adaptable, and flexible to a changing regulatory environment Knowledge of applicable federal and state fair lending regulations including but not limited to Reg B - ECOA, Fair Housing Act, Americans with Disability Act, Home Mortgage Disclosure Act (Reg C - HMDA), Community Reinvestment Act and fair lending implications in Dodd-Frank Consumer Protection Act ; experience with UDAAP policies a plus JPMorgan Chase & Co. is an Equal Opportunity and Affirmative Action Employer, M/F/D/V
