Risk Management Specialist/Instructor (Job Number: 322098)
The Health Solutions Business Unit has an opening for a Risk Management Specialist/Instructor, contingent upon contract award, to support the documentation for the integrated product teams (IPTs) with products going through the Decision Gate (DG) for the United States Army Medical Research and Materiel Command (USAMRMC), Headquarters Ft. Detrick, Frederick, MD.
JOB DESCRIPTION: The individual selected for this position will serve as an acquisition subject matter expert, supporting the DG Support Office which provides senior USAMRMC leadership with the capability to review the medical product research, development and acquisition (RDA) being conducted within a DoD acquisition environment. This specialist will serve as a risk management consultant who trains the IPTs in developing risk management plans and creating mitigation strategies that will assist their products’ success throughout the lifecycle.
Responsibilities also include facilitating and training IPTs in performing cost benefit analyses, Analysis of Alternatives, and other quantitative tools pertaining to managing product risk. The candidate must be able to work with subject matter experts to identify risks to the products, analyze each risk by establishing a severity index, develop mitigation strategies, and track risk management activities.
REQUIRED EDUCATION/SKILLS: The individual who provides these services must have a Bachelor of Science or Arts in relevant specialty or equivalent experience with eight to ten years of professional experience, of which at least five years are in an research and development environment. Experience with managing product risk, two years of teaching experience or similar experience delivering formal presentations, and certification in Level II DoD Acquisition and/or as a Project Management Professional are required.
Individual must have a strong sense of customer service and be a self-motivated facilitator to work independently with minimal guidance. One must have knowledge of the principles of DoD acquisition and professional adult learning, and demonstrate excellent interpersonal skills and the ability to interact effectively with customers and team members to solve problems. A high level of proficiency in Microsoft Office tools (especially Outlook, Word, PowerPoint, and Excel) is required.
Position requires U.S. Citizenship and individuals must possess or be able to obtain a DoD SECRET Security Clearance. Outstanding organizational, oral, and written communication skills are required; must be able to independently manage projects of moderate complexity. Occasional travel is required.
DESIRED SKILLS/EXPERIENCE: Preference will be given to individuals possessing an advanced degree with substantial prior experience in management of research, development and acquisition programs in either industry or federal environments, and extensive knowledge with risk management principles. Experience with vaccine, drug, and diagnostics development, and integrated product and process development is highly desirable. Experience with project management software (e.g., Microsoft Project) is also desired.
