Provide support in marine and industrial Engineering Change and New Construction Estimating and other change estimating as assigned (primarily shipbuilding) to Navy, Coast Guard, and commercial customers.
Primary function includes evaluating proposed changes to ship and equipment configurations and identification of primary and ancillary trade impacts, and all associated costs, including but not limited to those associated with direct production labor hours, supervisory, material, design and engineering, disruption and loss of learning.
Provide support tracking change fund reservations for change proposals from change initiation through to contract adjudication.
Develop and maintain historical cost of doing business figures and be able to derive future cost of doing business projections.
Support all change estimating requirements from single modifications through future contract flight upgrades, sometimes with very limited scope of work descriptions.
Be able to produce Rough Order of Magnitude (ROM) estimates in a clear concise format that identifies all elements and factors, with easily identifiable breakouts for labor, material, and engineering. Identify all assumptions used to develop estimates.
Reconcile estimates with contractors (shipbuilders) estimates to refine estimating assumptions.
Technical review support for Pre-Initial Change Proposals (ICP) and ICPs being estimated, and follow-on technical support for resultant Engineering Change Proposals and Baseline Upgrades, to include potential assistance in Navy negotiations.
Be willing to support short term estimating jobs offsite at various shipyards as required for vessel availability support.
While supporting the current, organic, work load maintain a vigilant look out for new opportunities that the customer may need assistance with.
Bachelor's degree in related discipline plus 5 to 7 years directly related experience in technical program planning, administration, budgets, and development.
In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by
market survey data.
Shipbuilding new construction and availability Change Estimating Work experience, preferable on Naval surface combatants.
Possess the ability to work with people in an integrated team with professionalism and integrity, and treat business proprietary information accordingly, abiding by non-disclosure agreements as required.
Will be required to demonstrate attention to detail.
Requires effective presentation and interpersonal skills.
Be proficient in the use of Microsoft EXCEL. Familiarity with ACCESS is a plus.
Preferably at least 5 years of relevant work experience locally at SUPSHIP Bath or Bath Iron Works on DDG 51 Program is desired.
Eligibility for Secret security clearance is required.
