Length of Limited Service appointments are determined by the availability of funds such as grants and/or time frames such as pilot project or program termination. Appointments to a Limited Service position have permanent classified status (with layoff rights) after successful completion of entrance probation and shall receive, no later than the date of hire, a written agreement describing the non-career nature of the job and the duration of employment. Updated agreements are required every two (2) years.
Temporary appointments may be made from this announcement. Temporary appointments serving at least one thousand forty (1,040) hours of continuous service, may be hired as an entrance probationary employee without further examination for the same classification and location as announced.
SALARY: Entry salary is $13.14 hourly plus competitive benefits. This position is used as a training position for Workforce Consultant, Senior (Starting salary for Workforce Consultant, Senior is $14.81 hourly).

Placement: register individuals for job placement; elicit and record job opening information from employers; refer customers to job openings, training, and other service providers and present job-search workshops.
Unemployment Insurance (UI): interview customers to elicit and record personal and eligibility information; determine eligibility for programs, services, or benefits by applying laws, regulations, policies, and precedents; issue written eligibility determinations; authorize continued payment of UI benefits.
Employability Development: assess employment barriers; guide customers in forming and meeting employability development plans; manage a customer caseload and perform customer follow-up; select, administer, and score tests; interpret results of aptitude and skill tests; negotiate agreements and sign on-the-job training contracts; monitor customer satisfaction, program effectiveness, participant progress, and program requirements; prepare reports on program participation, activity, and impact; maintain program expenditure ledgers; provide liaison with local groups to include employer groups, veterans organizations, Chambers of Commerce, schools, etc.; promote use of local office services.

Experience conducting in-depth fact-finding interviews and documenting findings;
assessing and documenting client/customer needs;
assisting emotional, difficult, or confrontational people and individuals from varying socio/economic/cultural backgrounds;
interpreting and applying regulations or policies and explaining them to others;
determining eligibility or qualifications for programs and services and preparing written eligibility decisions;
organizing and presenting training to customers;
preparing written communication;
operating a personal computer with knowledge of Outlook, Word, Excel, and PowerPoint
EXAMINATION: Self-Rating Examination. You will receive a score based on your answers to the self-rating examination. You must receive a minimum rating of 70 to pass this examination. Notification of your test results will be available online, after the closing date, when the review process is complete. Scores are valid for 45 days, and will be used for the current recruitment only .
