Overview
The Deputy Chief of Naval Operations for Fleet Readiness (OPNAV N43) is an organization that shapes, innovates and leads Navy readiness. OPNAV N43 is the voice of the Fleet readiness and is the OPNAV advocate on all readiness issues. OPNAV N43's mission is to enable and sustain Navy readiness of the Fleet now and in the future. This includes the issuance of relevant policy, requirements oversight, requirement assessments, and mechanisms to meet leadership defined requests for information, taskers, and analysis. OPNAV N43 is composed of the five main branches. These are Financial & Integration, Ship/Submarine Readiness, Aviation Readiness, Fleet Training & Readiness Reporting, and Expeditionary Readiness. All branches use accredited readiness models as a basis to provide information and validate requirements over the course of the Future Years Defense Program (FYDP). The purpose of this requirement is to enable integrated technical and professional Fleet Readiness modeling services to branches within the OPNAV N43 branches.

Job Description Responsibilities:
Provide program management support to the operation, maintenance, and upgrade, of multiple separately managed models including Ship Operation Model (SOM), Ship Maintenance Tools (SMT), Aviation Flying Hour Program (FHP), Expeditionary Models, Aviation Engine Depot Readiness Assessment Model (EDRAM), Aviation Airframe Depot Readiness Assessment Model (ADRAM), and the Aviation Support Equipment Depot Readiness Model (SEDRAM). Provide program management support to the combination of these models into a flexible fully integrated portfolio of Fleet Readiness Models that provide relevant information for OPNAV decision makers. Provide quality assurance and documentation in accordance with industry standards (e.g. Capability Maturity Model Integration (CMMI), International Organization for Standardization (ISO), Institute of Electrical and Electronics Engineers (IEEE), etc). Develop user roles, rules and responsibilities. Develop budget report capability for maintenance activities, budget submitting offices, and Navy budget submissions to include reports required to support submission to Navy and OSD inputs to President's budget. Execute and manage required data acquisition and validation efforts. Supervise production of full life cycle military standard technical documentation, which can later be referenced to support any required validation, verification, and accreditation activities. Validate, verify, and document that all enhancements preserve existing model accreditation, and/or help in preparing new model accreditation documentation. Provide plans, courses of action, and presentations for program status, the meeting of government requirements, movement of back-up server and software to government sites, validation, verification and accreditation documentation and other analysis as required. Prepare monthly Type/Model/Series cost summaries with trend analysis. Prepare an annual "Stakeholder" report for OPNAV N432. Produce full life cycle military standard technical documentation, which can later be referenced to support any required validation, verification, and accreditation activities. Maintain currency of system documentation to include User Manual, Model Requirements Specification, software design documents, and configuration management plan. Publish and distribute as required to assure end user and program personnel possess documentation reflecting latest production release of SEDRAM. Responsible for supervising technical team to ensure they meet objectives for model reliability and availability Provide assistance and required documentation for model validation and accreditation process Provide end user training Develop database to capture budget funding decisions Investigation, analysis, and requirements generation to sustain FHRM operations (e.g. bug fixes, software and hardware updates, etc) Provide business rules that help N43 Action Officers work across enterprises and/or business functions.
Qualifications
Basic Qualifications: Certified Project Management Professional with proven experience managing cost, schedule, and performance on large projects according to common commercial and government standards for timeliness and accuracy Bachelor's degree in business or related field from an accredited college or university which provides substantial knowledge of business or project management 8 years of intensive and progressive experience demonstrating the required proficiency levels related to project management and consulting related tasks. Education may be substituted with 12 years of intensive and progressive experience demonstrating the required proficiency levels related to tasks MINIMUM CLEARANCE REQUIRED: Must possess an active Secret clearance.
