Country & Project Background
IRC has been in West Africa for over fifteen years and has been implementing programs in Sierra Leone since 1999.The programs broadly encompassed community reintegration, education, gender-based violence, and health. After the civil wars that lasted more than a decade, the IRC has focussed on post conflict development and reintegration services for Sierra Leoneans returning home from neighbouring countries. As the country continues to transition from rehabilitation to development, IRC is committed to post conflict development programs through building partnership with national and International NGOs and governments.

Sierra Leone is working to rehabilitate and strengthen the education sector; specifically to provide access to quality education in which students are able to learn. Sierra Leone has made significant strides in increasing enrolment, but the country still faces substantial challenges in achieving learning outcomes. A common theme across the country, and especially in rural areas, is that students struggle to access schooling that helps them build the skills they need to succeed in school and in life. In many cases, teachers, schools, and communities are simply not able to provide the quality of education that students require. The problem is complex, and change will require many organizations working in partnership to address needs in teacher training, community involvement, and government policy.

The Girls Education Challenge project works to adopt an integrated holistic approach addressing multiple, interrelated barriers marginalised girls face in completing quality basic education. It raises demands for girls’ education through targeted incentive support to the poorest girls and child-led community awareness, strengthen learning in and after school, provide female models in school and to ensure that girls learn in safe and inclusive environment by protecting them from gender based violence. IRC works with four other consortium partners, Plan Sierra Leone, Forum for African Women Educationalists (FAWE), Handicap International (HI) and Open Universities (OU) and in collaboration with the Ministry of Education, Science, and Technology (MEST). The goal of the project is to support marginalised girls at risk of dropping out of Basic Education to access education and stay in school with improved learning outcomes

The program will accomplish its aims through four main objectives:
  • Increase access and retention in grades 5 and 6 of primary schools and grades 7, 8, and 9 of junior secondary schools, and of children with disabilities in primary school.
  • Strengthen girls’ learning in grades 5 and 6 of primary school and Junior Secondary School
  • Ensure that girls are learning in an inclusive environment and protected from harm
  • Ensure that girls voices and needs are listened to and responded to and that girls participate in decision –making concerning their education

The CYPD-Sierra Leone program requires the support of 2 consultants each with a strong background in developing training modules. The consultant will work with the other and the IRC education team to prepare a training manual on inclusive education, gender responsive pedagogy and infuse some relevant sessions of the Teacher Code of Conduct in the training manual. Each consultant will be provided with thematic specific content of the materials needed to be developed in the training manual. The manual will be used to train Head teachers, principals and teachers from the project’s five operational districts of Moyamba, Port Loko, Kenema, Kailahun and Kono.

Deliverables
  • Gather materials from various sources that are relevant to inclusive education and gender responsive pedagogy.
  • Use existing relevant content materials and adapt these materials into a manual of quality training for three days training period.
  • Structure the training manual in a manner that makes it user friendly and based on standard professional training approaches and activities.
  • Type out all training content materials in a quality and well structured manner.
  • Ensure that the typed and structured work on the manual is thoroughly proof read or edited before submission.
  • Constantly work with the project Manager and project staff for their input into the development of the training manual
  • Ensure that the completed training manual is of quality and meets the required structural and content standards before final submission.
  • Submit the completed manual against the dead line prescribed in the terms of reference.
IRC lead on finalising/integrating this training package. IRC will hire 2 consultants for 7 working days

Work Schedule
The work starts on 24th June, 2013 and ends July 3, 2013.

From June 24-25 (2 days)
  • Gathering of relevant materials for manual development
From June 26-30 (5 days)
  • Preparation of manual-putting in ideas and materials, structuring, inputting, proof reading/editing
June 30 (1day)
  • Submission of draft manual to IRC
July 1 – 2 (2 days)
  • Review of Manual by IRC and partners
July 1-2 (2days)
  • Finalization of Manual by IRC and Consultant
Note: The Consultant is also expected to be working on Saturday and Sunday during this period.

Payment Schedule

The total value of the TOR will be Le 12, 040,000 (twelve million and forty thousand Leones) for a Team of 2 consultants and is payable as follows:

On signing the contract.
Le 3,612,000
June 24th , 2013
30% to cover cost of travels, accommodation, per diem while working on the development of the manual.

After satisfactory submission of the Manual on the prescribed deadline.
Le 8,428,000
July 3, 2013
This is the professional fees 5% (Le of total professional fee (Le421, 400) as income government tax deducted.
