Responsible for developing and implementing the strategic plan for operating and growing the Edwards Lifesciences employee-based political action committee (EWPAC). Ensures that Edwards management is aware of relevant issues that drive public policies that support the company’s business mission. Helps engage employees and other stakeholders in the policy development process through grassroots mobilization and other techniques.

Lead the company’s political action committee initiatives, including:

Recommend employee participation campaigns and propose roll-out strategy for board approval

Develop campaign timeline and budget, using knowledge of PAC bylaws

Conduct campaign status meetings with management

Establish EWPAC-related board presentation agenda

Develop and provide guidance in EWPAC operations and administration

Establish EWPAC advocacy and public policy initiatives, identify and prioritize issues based on public policy research, monitoring and analysis, and develop messaging for internal communications.

Support internal and third-party stakeholder outreach and communications to achieve Edwards' advocacy goals, utilizing grassroots mobilization and/or other relationship management techniques.

Develop initial Public Affairs budget for management reviews, analyze budget throughout the year, advise management of potential variances, and propose course corrections as appropriate.

Prepare and submit federal elections and lobbying reporting filings in compliance with federal regulations, including assessing qualification of corporate activities and expenditures.

Identify potential third-party providers, develop RFPs, meet with vendors, and negotiate contract terms for management approval; secure vendor payment upon delivery of service and maintains contract file-copies. Qualifications

Required Skills, Experience and Education:
BA/BS in related field required

Coursework, seminars, and/or other formal government and/or trade association training

Minimum of 2 years related experience in all areas of responsibility

High level of proficiency in use of Microsoft Office Suite (Work, Excel, PowerPoint, and Outlook)

Extensive knowledge of the legal requirements surrounding federal lobbying disclosure and political action committee management
