The Manager - Corporate Records acts as the Records Retention and Public Information Officer of the System and is responsible for the development, implementation, administration, maintenance, and preservation of the System’s records and information management program that includes document development, retention, and disposition. Achieves and maintains compliance with state, and current legislation in the areas of Public Information and Data Protection. ESSENTIAL FUNCTIONS 1. Acts as the official custodian of records for the System, producing documents as required by law. 2. Responds to Public Information requests and subpoenas in compliance with legal requirements. 3. Manages the lifecycle of the records by developing and maintaining retention and disposal schedules to meet administrative, legal, and financial requirements, and determines best business processes for the systematic preservation of total life cycle of records using both manual and automated methods. 4. Assists in the evaluation and creation of business strategies for complying with established and emerging government laws and regulations regarding records storage, maintenance and final disposition. 5. Develops, recommends, publishes and implements policies, procedures, standards, schedules and guidelines for proper inventory, identification, classification, organization, storage, protection, retention, preservation and disposition of records based on generally accepted records management principles (GARP). 6. Develops and coordinates all records management educational and training programs for the System. 7. Oversees contractual services with major vendors including off-site storage facility company; preparing specifications, requests for proposals, manage contracts, and monitors performance standards. 8. Conducts records management audits and furnishes litigation support. 9. Develops and implements measures to analyze and improve division’s overall efficiency. 10. Responds to internal and/or external information inquiries. 11. Supervises, recommends staff selections, develops, trains, and evaluates personnel. 12. Forecasts, allocates, and monitors the human, physical and financial resources for the assigned area. 13. Performs other duties as assigned. DECISION MAKING · Works under limited supervision. · The Manager-Corporate Records reports to the Contracting Director. · Recommends hiring, firing, work schedules, discipline, and develops training for staff members. · Supervises 1-3 staff members. MINIMUM REQUIREMENTS Bachelor’s Degree in Information Sciences, Library Sciences, Business Administration, Management, Public Administration, or related field from an institution accredited by a nationally recognized accrediting agency, or the equivalent in experience related to records retention and public information. Six years’ information and/or records management experience including three years’ experience in supervising personnel. Knowledge of industry best practices for records and information management systems, document control systems, and work flow processes. Knowledge of legal and regulatory environments governing records management, data protection and public information. Proficient word processing, spreadsheet, database, and presentation software. Valid Class “C” Texas Driver’s License consistent with SAWS Driving Policy. PREFERRED QUALIFICATIONS Certified Records Managers (CRM). Previous experience in automated and manual retention/preservation processes. Previous experience in the Texas Public Information Act and Records Retention Act. Previous experience in the implementation and use of an Electronic Document Management System (EDMS). Required to work hours other than regular schedule. PHYSICAL DEMANDS AND WORKING CONDITIONS Physical requirements include lifting up to 40 pounds occasionally. Subject to sitting for long periods of time to perform job scope. Working conditions are primarily in an office environment with frequent visits to inactive records storage areas. Working conditions also include exposure to dust and/or mold in record storage center. May drive a company and/or personal vehicle when performing duties at various SAWS locations and record storage center.
