Program Description: The ICE Case Management Modernization (ICM-M) Software Design/Development program provides the DHS Immigration and Customs Enforcement (ICE) agency with a modern IT system for investigative case management. The project is 5 years duration. It is being performed at the ICE offices at the Techworld office complex in Downtown DC (800 K St NW), which is a two block walk from either the Gallery Place or Mt. Vernon Sq. metro stations.

ICE’s Homeland Security Investigations (HSI) directorate investigates immigration crime, human rights violations and human smuggling, smuggling of narcotics, weapons and other types of contraband, financial crimes, cybercrime and export enforcement issues. ICE special agents conduct investigations aimed at protecting critical infrastructure industries that are vulnerable to sabotage, attack or exploitation. HSI consists of more than 10,000 employees, consisting of 6,700 special agents, who are assigned to more than 200 cities throughout the U.S. and 46 countries around the world. Responsibilities · Configure workflows and business logic in SharePoint Server
· Design and implement ASP .NET software applications interfacing with SharePoint server
· Write web services components with expertise in WSDL, SOAP and REST and other web services standards
· Work with users in an Agile development approach to understand requirements, then elicit feedback and refine solution through demonstrations
· Document the design according to the Government’s system lifecycle methodology
Required Experience · 4-6 years of software development of enterprise systems
· 3+ years of experience with .NET development
· At least 2 years experience with Microsoft SharePoint
· Experience working with users to define requirements and demonstrate solutions
· Experience designing and delivering complex, highly-scalable software components in an large scale enterprise application
Desired Experience · Developing automated unit tests for SharePoint and .NET code
· Knockout for data binding
· JSON

· Good communication skills (writing and presenting)
· Good team interaction skills
