SUMMARY OF DUTIES:
Plan, organize and carry out annual, multi-year and no-year budgeting.
Provide expert advice on all phases of appropriated funding.
Formulate budget estimates including planning, development, review of funding requirements.
Prepare supporting materials for budget estimates.
Develop detailed strategy and background documentation for presenting the organizations budget.
Make presentation of budget to Region, Agencies and Tribal officials for adoption.
Execute approved budgets.
Monitor the execution of approved budgets.
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS- 0560 ).
GS-13: 1 year of specialized experience equivalent to the GS-12 grade level. Examples of experience may include budget management; performing the full range of budget formulation and execution through management of a budget staff. These examples are not all inclusive (please refer to the summary of duties for specialized experience).
GS-12: 1 year of specialized experience equivalent to the GS-11 grade level. Examples of experience may include performing budget administration duteis requiring complex review and analysis, comparing and presenting figures in current funding estimates with prior year expenditures and preparing justifications, formulating budget estimates and preparing justifications. These examples are not all inclusive (please refer to the summary of duties for specialized experience).
SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. Appointment will be subject to the applicants successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
OTHER: Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid drivers license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.
Incumbent will be required to file an OGE-450, Confidential Financial Disclosure Report Form in accordance with 5 CFR Part 2634, Subpart I.
