GENERAL DESCRIPTION OF WORK: Supervises and maintains telecommunications systems within WYDOT District 3 based at Rock Springs in southwest Wyoming including radio communication, telephone, data wiring, and roadside communications essential to the mission of law enforcement & public safety entities, including oversight of subordinates in the main shop at Rock Springs and the branch shop at Jackson.
ESSENTIAL FUNCTIONS:
Supervise and administer assigned personnel, assets & resources, maintains area field Telecom parts inventory, test equipment & records.
Plan, supervise & perform the install, repair, & maintenance of wireline & wireless data circuits & networks, & voice telephone systems, to provide reliable telecommunications.
Plan, supervise & perform the install, repair, monitoring & maintenance of Public Safety land mobile radio systems & equipment for vehicle, portable, in-building, road-side & mountaintop radio systems including communications site infrastructure shared by local, State, & Federal public safety agencies.
Prepare yearly budget for needs within area, identifies major expected changes or additions to normal budget areas, and includes same in budget requests for Program planning.
Oversee Program standards for statewide training, operations, and maintenance in an assigned focus area of expertise, typically requiring specialized certification or training; ensure field shop consistency across the 5 Districts in WY in focus area, contibuting to training & performance review of specialists in other areas of the state; make regular status reports & measure performance to meet required levels of service.
KNOWLEDGE AND SKILLS:
Broad knowledge of Telecommunications, Electricity, Electronics, Information Technology, and facilities; including telephony, data communications, integration of voice & data communication systems with computers & electronic devices, transmission media, towers vehicle electrical systems, and building/facility services.
Ability to use specialized voice & data telecommunication systems & equipment; analyze performance, interpret & use specification sheets & technical diagrams & manuals, and network management software.
Abilibty to handle own time and materials wisely; and to coordinate, organize, oversee, assign and manage people, funds, and equipment efficiently to prioritize & accomplish work; e.g., records manangement, inventory control, procurement.
Ability to drive vehicles at all hours & in all weather conditions, on and off road, to access communications sites and to work effectively alone in remote areas without supervision.
Knowledge of electronic theory, FCC rules & regulations, and the critical thinking skills necessary to troubleshoot electronic equipment revelant to WYDOT's Telecommunications.
Skills in communication (written & oral); including preparation of clear and concise records, reports, correspondence, technical drawings and other written material; verbal skills include interpersonal communications needed for cooperation on technical issues.
NECESSARY SPECIAL REQUIREMENTS:
Travels to remote, difficult to access communications sites by special-purpose vehicle or on foot.
Safely and confidently perform tower & antenna work at levels to 200', which requires a good physical condition with verification by a physician on a regular basis.
May be required to conduct repairs 24/7 in all weather conditions including heavy lifting.
PREFERENCES:
Preference will be given to those with a Bachelor's Degree in telecommunications management, electronics, electrical engineering PLUS four years of professional work experience in planning, coordination or development of a telecommunications or communications system.
An FCC General Radiotelephone Operator License (PG) or telecommunications industry generally recognized equivalent is required.
