BACKGROUND:
Present in Sierra Leone since 1999, IRC supports the Sierra Leonean institutions – government, civil society, community-based organizations and private sector – to provide improved social services, decrease youth unemployment and mitigate gender based violence. The IRC does this through programs and partnerships designed to improve the life of women, youth and children by implementing Health, Education, Child Protection, Youth and Women’s Protection and Empowerment programming. IRC operates projects in Freetown, Kambia, Bo, Kenema, Kono and Kailahun Districts and has a Country Program office in Freetown, a regional Field Office in Kenema, a Field Office in Kono and a Satellite Office in Kailahun.

SCOPE OF WORK:
The IRC is seeking a Monitoring & Evaluation Manager who will be responsible for the development and management of the M&E framework and will oversee all monitoring, evaluation and learning activities of a multi-year DFID-funded education project, Improving Schooling in Sierra Leone (ISIS). The IRC is the lead agency of the ISIS Education Consortium, comprising of 4 other INGOS, all of which have a proven track record for quality programming in Sierra Leone. Together, the consortium will implement a project that aims to improve learning outcomes in primary and Junior Secondary Schools in 7 districts across Sierra Leone reaching at least 100,000 children. Specifically, the project will focus on literacy, numeracy and creating a conducive environment in which children will be supported to learn.

RESPONSIBILITIES:

Reporting to the ISIS Consortium Coordinator, the M&E Manager is responsible for supporting the overall coordination of the monitoring, evaluation and learning aspects of the ISIS Education Consortium. He/She will work closely with the 5 INGO program teams to ensure that the M&E systems are in place and on track to collect and analyze the qualitative and quantitative information on performance indicators. The M&E Manager and will work closely with the Consortium partners to maintain quality assurances of data collected and will facilitate staff’s understanding of data collected to learn to be able to inform programmatic decisions. He/She will also contribute to the design of the program’s annual work plans and mandatory donor reporting.
  • Lead the design and implementation of M&E performance plan and tools for baseline and mid-term assessments, ongoing monitoring, research and learning activities.
  • Develop and oversee the implementations of program-wide mechanisms to measure, analyze and report progress on set indicators while ensuring the timely adjustment of program indicators and activities as needed.
  • Support the Consortium Coordinator to lead quarterly technical review and planning meeting with the consortium partners’ Education Advisors/Coordinators. This includes leading the periodic reviews of the logframe, program monitoring plan and program theory of change.
  • Identify and report anticipated changes to output indicators, milestones, targets and activities to the Consortium Coordinator to ensure timely consultation with the donor.
  • Prepare, in coordination with Consortium Education focal staff and Coordinator, strategic work-plans with clear objectives and achievement benchmarks, long-term and short-term priorities, and implementation plans, against the Accountable Grant Agreement.
  • Provide regular support to the Consortium partners’ M&E teams through orientations, trainings, and coaching to ensure high performing M&E teams.
  • Contribute to the design of the evaluation framework by working closely with the External Evaluators and DFID Education Adviser.
  • Ensure high quality M&E reports to contribute to mandatory donor reporting.
  • Identify opportunities for sharing learning and document lessons learned, good practices and stories of change in relation to improving learning outcomes in Sierra Leone.
  • Conduct routine monitoring visits to field sites to ensure high quality implementation of the M&E framework.

REQUIREMENTS:
  • Minimum a Masters degree in education, social sciences, international development, or a related field.
  • Minimum of five years experience implementing M&E systems, with experience in Education.
  • Significant experience in database design and management, quantitative and qualitative data analysis, participatory monitoring approaches, and reporting.
  • Demonstrated ability to coordinate/supervise the work of others to meet deadlines against rigorous program deliverables in accordance to set timeframes and donor regulations while maintaining high quality and with multiple implementing partners.
  • Knowledge of key DFID regulations and experience with DFID funding is a plus.
  • Proven leadership capabilities.
  • Proven ability in collaborating closely with multi-level stakeholders, including Government, donors, and implementing partners.
  • Effective and persuasive writing and public speaking.
  • Proven sound judgment and decision-making skills.
  • Computer skills in MS Office (Word, Excel, Access, Outlook).
  • Excellent written and oral English.
  • Experience in Africa, West Africa or in Sierra Leone
