This position is located in a small intelligence unit. The primary purpose of this position is to provide leadership and overall management of the facility and unit assigned; to manage and direct the planning, organizing and supervising all unit-based, near-real-time intelligence gathering, analysis, interpretation, and dissemination involving raw intelligence data derived from Intelligence Operations directed by DOD, National Security Agency (NSA), Air Intelligence Agency (AIA), United States Air Force, Theater Combatant Commanders, Major Commands, and Air National Guard (ANG) regulations. Work performed includes supervision of missions in support of intelligence information derived from various intelligence reconnaissance surveillance (ISR) platforms.

Alabama Air National Guard membership is required.





Must be U.S. Citizen.

Must maintain AL Air Guard Membership for continued employment.

This is an excepted position that requires membership in a compatible military assignment in the Alabama Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Air National Guard must be eligible for immediate membership and employment in the Alabama Air National Guard in the military grade listed in this announcement.




All permanent Alabama Air National Guard civilian excepted technicians currently employed.

(1) Plans, organizes, and oversees the activities of the intelligence unit. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promotes team building, implements quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plans work for accomplishment by subordinates, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provides staff with direction and advice regarding policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balances workload and provides overall direction and vision to the staff on a wide range of intelligence, information management and administrative issues. Establishes metric and analysis systems for personnel managed to assess efficiency, effectiveness, and compliance with regulatory procedures. Evaluates requirements for additional resources. Identifies need for change in organization priorities and takes action to implement such changes. Plans and schedules work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organization goals and objectives. Establishes review systems for the organization that make certain intelligence mission needs are met and validated, and that economy and quality of operations are maintained or improved. Reviews work of subordinates.

(2) Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Demonstrates sensitivity to ideas of subordinates. Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.

(3) Exercises responsibility for oversight of various unit activities and operations, including any or all of the intelligence unit functional areas of training, standardization and evaluation, development of tactics, techniques, and procedures (TTP), simulation exercises, scheduling, plans, intelligence collection and production, analysis and reporting, mission management, and mission computer systems. Is accountable for all facets of unit missions. Monitors work of subordinates and reviews written reports. Formulates unit policy and gives guidance to subordinates to ensure that applicable DoD and Federal policies, procedures, and instructions are properly implemented to achieve unit operational readiness.

(4) Develops long-range training, intelligence, and deployment plans for the unit to meet training goals, higher headquarters inspection schedules, and overseas deployment requirements. Coordinates required planning and resources with other units such as theater combatant commanders, NSA, AIA, and NGB to support and implement the training and deployment plan. Directs the development of unit training goals and long range advanced planning, which include facility/equipment modernization, improvement, or replacement. Develops and oversees the development of detailed plans for accomplishment of these training goals and advanced plans.

(5) Serves as the key advisor to the Wing Commander on all unit matters, including intelligence collection and dissemination processes, support requirements, and technical assets of associated intelligence-data gathering systems. Oversees the coordination of unit intelligence operations with other intelligence units and outside agencies, such as NSA, AIA, DIA, and major commands.

(6) Responsible for all fiscal operations of the unit. Oversees the development of the unit budget and allocation of resources. Manages funds to ensure proper utilization and mission accomplishment. Due to the dynamic nature of the technologies used in near-real-time intelligence operations, incumbent must balance multiple factors to ensure that equipment is compatible with current airborne intelligence gathering and communications systems. Coordinates with USAF and MAJCOMs to identify trends and anticipate system upgrades to ensure functionality of intelligence systems and appropriate training for personnel.

(7) Maintains mission readiness and ensures unit compliance with directives as validated through the Inspector General, MAJCOMs and other reviewing agencies. Ensures personnel are trained and exercised in required wartime skills and that required records and documentation of programs are maintained. Demonstrates mission capability through a series of extensive Air Force inspections. Regularly evaluates program status and advises higher headquarters regarding the unit’s ability to perform its assigned mission. Ensures timely submission of unit Status of Resources and Training Systems (SORTS) and other reports to higher headquarters and other agencies.

(8) Oversees all unit training of assigned/attached personnel. Reviews and recommends establishment of formal courses of instruction, training aids, training programs, training standards, directives and memoranda pertaining to training of the unit and its assigned and attached elements. Ensures maximum utilization of training facilities and adherence to training standards. Ensures that assigned/attached intelligence crews and support personnel maintain continuous fully qualified status in accordance with applicable regulations/requirements.

(9) Exercises overall management of the unit’s information technology program. Due to the nature of the intelligence mission, the information technology resources are subject to a higher level of security than would be found in the other units on the base.

(10)Exercises overall management of the special compartmented information (SCI) program including ensuring proper protection, use and dissemination of SCI documentation and materials. Ensures the integrity of the control system and facility.

(11) Oversees the monitoring of the implementation of the unit safety program for all intelligence operations and related activities. Continually evaluates program results to reduce or eliminate accidents and incidents. Ensures corrective actions are taken to eliminate hazards. Monitors all unit personnel standardization/evaluation examinations and ensures that all team members meet annual certification requirements as prescribed by applicable regulations and directives.

Substitution of Education for Specialized Experience:
A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been in fields directly related to the type of work of the position.
