Senior Security Manager III/ Counterintelligence Leader

Location: Garland, TX

The Raytheon (RTN) counterintelligence (CI) program organizes, coordinates and focuses intelligence and investigative activities to identify and mitigate threats to Raytheon’s sensitive or critical resources and infrastructure including its people, programs, processes, assets, information, and intellectual property (knowledge) posed by foreign adversaries and competitors seeking to disadvantage Raytheon’s missions, relationships, contracts and business pursuits within the U.S. government and global marketplaces. The RTN CI strategy and portfolio are specifically engaged in detecting and preventing espionage, terrorism and criminal activities to include the deployment of “insider threat” audit capabilities to mitigate otherwise inimical activities that may disrupt or degrade business objectives.

This is the most senior business unit counterintelligence and investigative position in the RTN-Intelligence and Information Systems (IIS) Global Security Services (GSS) organization. The position is a direct report to the Director IIS GSS. The IIS GSS CI leader will principally be responsible for designing, resourcing, focusing and executing CI efforts and programs, and in advancing a culture of security awareness and responsiveness. Develops and implements cost-effective proactive security (CI) programs with emphasis on compliance with U.S. Government laws, regulations and internal company policies.

Manages RTN IIS enterprise-wide CI mission, program, practices, personnel, and assets. Ensures CI services are extended to all internal entities throughout the business and integrated with the development of corporate GSS CI objectives and programs formulated across the RTN company.

Develops, coordinates and co-authors integrated CI and Security policies and governance programs.

Functions as liaison to federal CI, intelligence and law enforcement agencies. Includes cooperation and collaboration with RTN site managers to resolve incidents. Interacts with private sector/ commercial, defense industrial base and higher education institutions on CI matters of mutual interest. Interfaces with counterpart customer security and CI departments.

Advises the IIS security director and IIS senior leadership on CI – Security solutions, issues and matters.
·
Manages and coordinates investigative activities that assist in resolving CI as well as escalating threat matters inhibiting the business. Participates in crisis and consequence management programs as appropriate.

Aggregates and researches data and information, conducts CI analysis, develops awareness reports, constructs threat assessments, prepares and delivers briefings, and communicates broadly to RTN-IIS leadership and employees to influence positive security behaviors and action.

Assists in determining risks associated with facility protection and business operations and contributes in developing programs to manage risks in a cost-effective manner.
·
Champions an overarching CI umbrella under which currently dispersed CI efforts may be leveraged, coordinated, and bolstered as part of broader security requirements being executed across classified, special programs and industrial security contracts with DOD and multiple IC customers.

Develops and delivers an enterprise-wide CI awareness education program; monitors and supports Raytheon-IIS globalization efforts including foreign travel, foreign/global contacts, and other global interactions that portend serious CI risks to business operations and executes activities in accordance with federal contractual obligations.

Develops and conducts pre and post-briefs for RTN employees traveling internationally.
·
Proposes and coordinates CI strategies to mitigate vulnerabilities and risks affecting acquisitions, programs, contracts and business transactions. Supports new business activities integrating CI or related threat perspectives.

Advances CI aspects in the integration with IIS cyber and IT efforts including support to complex internal cyber audit and cyber intrusion investigations
·
Conducts interviews, engages in fact-finding and prepares official statements and testimony as required supporting IIS-centric and RTN-wide inquiries and investigations.

Responsible for advancing CI self-inspections and customer audits to include with DSS and IC customers to ensure compliance with physical and technical standards, information systems and personnel security matters and policies.
Required Skills
·
10+ years of experience in intelligence, counterintelligence, or criminal investigations at the international, federal, state and local government levels that includes five years of managing programs, budgets and personnel.
·
Proficient working knowledge of the FAR and DFAR, ITAR and NISPOM
·
Existing DoD Top Secret (SCI eligible) clearance
·
Strong intelligence community background
·
Broad experience in all aspects of the security discipline including, counterintelligence, physical security, operations security, industrial security, communications security, information security, security investigations and information technology security.

Required Education

Bachelors Degree in a relevant field and 10 years of relevant experience or 18 years of relevant experience in lieu of a degree

Masters and or a graduate degree preferred
