Provides Systems Engineering Technical Assistance (SETA) and program management services for the Identity and Access Management (IdAM) effort within enterprise. The work performed enables the IdAM effort the ability to deliver outstanding support to stakeholder mission environments within the framework of the Information Assurance (IA) portion of the enterprise.
Requires Top Secret/SCI clearance with full-scope polygraph
Bachelor’s Degree (minimum) in Information Technology or Engineering from an Accreditation Board of Engineering and Technology (ABET) accredited college/university program
At least eight (8) years minimum of practical, in-depth knowledge of Identity Management and Access Management (IdAM) technologies (e.g. ABAC, RoBAC, RBAC) used in either Commercial Industry, or the United States Federal Government (USG), Department of Defense (DoD), and the
Intelligence Community (IC)
Minimum of eight (8) years Information Systems Security Engineering (ISSE) experience in at
least one or more of the following professional areas:
Understanding of Security Controls and Requirements (e.g., DCID 6/3, NIST SP 800-53, STIGs, INFOSEC Criteria)
Security and Enterprise Architecture and Design
Database design; data schema-, data flow- and transactional definition
Access Control and Authorization
Identification and Authentication (e.g., DoD PKI)
Telecom & Network Security
Information Assurance (IA), Information Security (INFOSEC), Operations Security(OPSEC)
Continuity of Operations (COOP), Data and Disaster Recovery (DR)
NISCAP, DIACAP, NIACAP Certification and Accreditation (C&A)
Experience with Technical Writing and Review of Major Systems
Software and Security Engineering and Project Management Deliverables – including technical documentation, artifacts and engineering work products (EWPs – e.g., CONOPS, System Architecture Documents, Software Design Documents, Architecture and Data/Functional Flow Block Diagrams, white papers, Project Management Plan [PMP], Risk Management Plan [RMP], Systems Engineering Plan [SEP] etc.)
Consulting experience with R&D for Best-Industry Engineering and Project/Program Management (PM) Practices: Cost and Time Estimating; Risk Management; Technical and Business Process Definition; Project management; Change Management; Configuration Management (CM); Quality Management (QM)
Advanced degree in Information Technology, Engineering or Master of Business Administration (MBA) or similar degreed or certified program of study preferred
Certified Information Systems Security Professional (CISSP), Project Management Professional (PMP) or similar certifications are a plus
