Description/Job Summary Responsible for operational management and daily direction of the Orion acquisition services team. Directs and coordinates all technical and administrative aspects of the Orion Contract to achieve the highest performance level from all employees.

Serves as the Company’s primary interface with the customer.

Supervises and evaluates the work of the Arcata Orion Procurement Manager, providing direction and setting goals and objectives to ensure the successful accomplishment of tasks and projects.

Supervise and evaluate the work of the Arcata Orion Accounts Payable team, providing direction and setting goals and objectives to ensure the successful accomplishment of tasks and projects.

Ensures compliance with applicable regulations or laws, reviews and approves all agreements/subcontracts, maintains the procurement policies for currency and acts as the point of contact for acquisition issues. Ensures tasks are accomplished in compliance with FAR/NASA FAR Supplement.

Performs other related duties as required.

Required Skills Extensive knowledge of Government subcontracting in compliance with the FAR/NASA Supplement.

General understanding of manufacturing operations, material market analysis, supplier technical evaluations, risk-based assessments, risk mitigation techniques and process improvement initiatives.

Experience in software licensing and software support agreements.

Expertise in issuing complicated aerospace and aviation hardware and software proposals to prospective vendors.

Ability to negotiate on the basis of intrinsic knowledge of the product/services being acquired.

Ability to communicate effectively in both oral and written form.

Ability to establish and maintain successful work relationships with those contacted in the performance of this position.

Ability to direct, supervise and evaluate the work of all levels of employees.

Ability to work in a team environment.

Ability to work under deadlines.

Ability to effectively use word processing, project planning and spreadsheet software programs.

Excellent people management, conflict resolution and mentoring skills.

Required Experience At least 8 years of management experience, preferably at the Division or Program Manager level.

At least 10 years of procurement and subcontract management experience in either commercial or government environments. Experience working with Lockheed Martin’s Space Systems Division’s procurement system preferred.

In-depth knowledge of supply chain management in a manufacturing research and development environment is required.

In-depth knowledge of contract and subcontract administration, contract and procurement laws, E-Commerce, the FAR (Federal Acquisition Regulation), the Truth in Negotiation Act, aerospace and aviation hardware procurement.

Required Education Bachelor’s Degree in Business Administration, or a technical discipline.
