This position is ideal for a candidate who has experience as a key advisor in emergency operations and disaster response functions in order to provide effective and timely assistance during major emergencies and disasters. This position starts at a salary of $86,489.00 (GS-13 step 1). The full performance level of this position is at the GS-13 grade level. EMERGENCY ASSIGNMENT: For all nonbargaining unit positions, the following applies: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will serve as a senior advisor to the Operations Integration Branch Chief and will be responsible to the Branch Chief for the Branch's emergency operations an disaster response functions as well as coordination with the operational planning activities. Typical work assignments include:
Supervises a group of employees performing work at the GS-12 level and below, and provides administrative and technical supervision necessary for accomplishing the work of the Branch.
Provides leadership to the Operations team in performing tasks in support of assigned emergency programs supporting the Regional Response Coordination Center (RRCC) and the field and as such articulates and communicates relevant project and program assignment information such as plans of action and milestones. Coordinates with emergency response personnel during activations of the RRCC and Joint Field Offices (JFO). May be deployed as the Deputy or Operations Section Chief, Branch Director or other positions in the JFO structure.
Assists with the priorities and allocation of resources to accomplish the goals of the emergency response operational projects.
Provides a leadership role in negotiating and coordinating with key Federal, State, and local governments on issues of controversy, or to gain acceptance of new initiatives and/or programs.
Provides key assistance to the Branch Chief in overseeing the fiscal and physical assets of FEMA.
You qualify for this position at the GS-13 level if you possess the following :
One full year of specialized experience at or equivalent to the GS-12 grade level. Specialized experience is described as demonstrated knowledge and experience with the principles, theories, constructs, and concepts of emergency management to include response operations activities. Applicant must have experience in at least five of the six areas listed below:
Planning and coordinating Federal, State or local government, volunteer organizations, and/or private sector efforts in disaster response operations.
Leading teams of subordinate operational staff in project and program assignments.
Determining the priorities and the allocation of resources necessary to successfully accomplish team and individual assignments.
Identifying, distributing and balancing workload and tasks among others in accordance with established workflow, skill level, and/or occupational specialization.
Developing both present technical information to high level officials, private sector, and general public audiences.
Communicating in writing to develop operational documents and written reports pertaining to policies, programs and or operational issues involving emergency management.

4. Writing ability sufficient to prepare specific operational documents and written reports.
5. Ability in oral communication that will enable incumbent to deliver briefings and make presentations to high level government, private sector, and general public audiences.
