(Recruitment and Testing) PERSONNEL OFFICER I (2245)
SALARY: $37,006 -- $58,719 (Effective January 1, 2013)

Education: Possession of a bachelor's degree from an accredited college or university.
Experience: Two (2) years of professional personnel work in the areas of either job analysis, job evaluation, salary administration, employee recruitment and selection, employer-employee relations, personnel program evaluation, or personnel policy formulation; One year of the above experience must have been in the areas of job analysis, and construction of employment examinations*
DESCRIPTION: The Personnel Officer I (Testing Analyst) performs a full range of recruitment duties to include designing and conducting recruitment strategies, including writing and publishing advertisements; reviewing applications to ensure that applicants meet the minimum qualifications; conducting job analyses, planning, developing, administering and scoring examinations; performing currency analyses, reviewing and updating examinations; compiling, publishing and maintaining eligible lists; writing technical reports to document each testing project in accordance with the Uniform Guidelines on Employee Selection Procedures; and obtaining and analyzing all necessary statistics for each testing project. This position will also construct and validate employment and promotional exams for the Maryland Transportation Authority (MDTA). Additionally, this position will advise and consult management on selection, recruitment and retention issues. The current vacancy for Personnel Officer I (Recruitment and Testing) is located at the Maryland Transportation Authority in Baltimore, MD; however, the eligible list resulting from this recruitment may be used to fill similar vacancies at other MDOT administrations.
- A Selective Qualification Recruitment is conducted for a job or position when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill or ability).
Notes: 1. Thirty (30) graduate semester credits from a college or university in the fields of personnel administration, business administration, public administration, statistics, tests and measurements, or psychology may be substituted for one year of the general experience. Education cannot be substituted for the selective qualifications experience.
2. Paraprofessional or professional personnel management work experience may be substituted on a year for year basis for up to four years of the required education.
Licenses, Registrations and Certificates:
Candidates appointed to positions in these classifications may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
