Under the general direction of the Associate Vice Chancellor for Commonwealth Medicine (CWM) and Director, Center for Health Law and Economics (CHLE), with an indirect reporting relationship to the Executive Director for Marketing, the Senior Program Associate has lead responsibility for managing all aspects of CWM’s Long Term Care, Services and Support (LTC/SS) practice group. This group is established to grow CWM’s dual populations and long term supports business line, including consulting engagements, data and policy analytics, care management and clinical operations for long term care services and supports to frail elder and disabled populations. The Program Associate for the LTC/SS practice group will support, facilitate and augment all practice group efforts to develop new clients and secure more contracts and grants in this business area. The incumbent will be responsible for overall management of the practice group, the practice group resource allocation, business opportunities intelligence and research, and will interface with other offices within CWM, including Marketing, Communications, Massachusetts Client Relations office, CWM Finance, Program Development and Project Management offices, as well as faculty and researchers in other departments of the University of Massachusetts Medical School (UMMS).

In this highly visible position, the incumbent for this target business growth area will be accountable for meeting established revenue targets. To that end, the incumbent will work with the Executive Director of Marketing and other CWM leaders to develop a sales strategy for the market that ensures attainment of revenue goals and profitability. The incumbent will work across the CWM/UMMS enterprise to achieve consensus on opportunities to be pursued and manage all related engagements.

Responsibilities:

MAJOR RESPONSIBILITIES:
  • In concert with practice group members, create a practice group vision, strategy and operational plan
  • Develop and manage the dual eligible and long term service and support practice group portfolio including documenting and archiving work products at the practice group level
  • Direct, organize, convene and facilitate practice group meetings
  • Organize practice group members in support of the growth lead and market strategy across varied market segments
  • Facilitate collaboration across CWM to attain multi-disciplinary solutions for prospective clients
  • Establish meaningful collaboration between all business units expected to contribute to this target growth area
  • Provide effective leadership and manage activities that attain the vision and desired policy, programmatic, and revenue objectives of the dual eligible/long term care service and supports practice group
  • Source new leads and work them through to close the deal
  • Assist in the development and implementation of marketing plans as needed
  • Identify potential strategic partners and network as appropriate to engage them to facilitate growth
  • Develop and deliver presentations for prospective client meetings
  • Work in concert with the Marketing Analytics team as a content lead to develop proposals in response to RFPs; provide win themes and strategize an approach for each proposal submission
  • Identify conference and trade show opportunities; develop and deliver presentation to enhance the reputation of CWM at these venues
  • Oversee and participate in financial forecasting and financial planning for this target growth area.

Qualifications:

POSITION QUALIFICATIONS:
  • Master’s degree related to health care policy, or administration, or JD and ten years of related experience, or equivalent, in health care management, policy analysis and public policy development, consulting, or legal work, including at least 5 years experience in public assistance program design and administration in health care arena
  • Comprehensive experience and understanding of frail elder, disabled and dual eligible populations, long term care services, traditional and integrated service delivery models and financing.
  • Firm working knowledge of and experience with Medicaid, Medicare and other public benefit systems that provide community-based long term care services and populations
  • Expert ability interpret new and existing regulations, rules, federal guidance in all areas of publicly-sponsored health care and entitlement programs
  • Comprehensive experience and understanding of scope of service and procurement, drafting for contract and other legal agreements, contract management and budgeting
  • Excellent writing ability and oral communication skills, including drafting of successful clinical and business operating documents for federal, legislative, client and constituent review in health or human services subject matter
  • Demonstrated ability to drive projects and deliverables in a complex environment involving major government clients and politically sensitive transactions
  • Be self-directed and motivated
  • Demonstrated ability to build and maintain relationships with strong interpersonal and conflict resolution skills
  • Demonstrated ability to address large professional audiences and present complex material in a cogent manner
  • Ability to facilitate meetings and establish productive, professional relationships with executive management, government officials, and private contractors
  • Demonstrated success in managing executive level business dealings and providing advice to governmental officials at the cabinet level or higher, directors, key managers and their staff
  • Excellent follow up and follow through skills
  • Knowledgeable about market trends relative to dual eligible/long term services and supports populations

PREFERRED QUALIFICATIONS:
  • Substantial experience in relating to those in governmental positions of leadership and senior responsibility
  • Deep expertise in Medicaid, Medicare, Social Security benefit programs, long term care services and aged and disabled populations and related service systems
  • Government oriented sales or consulting experience

Reports to Associate Vice Chancellor for CWM and Director, Center for Health Law and Economics with indirect supervision from Executive Director, Marketing
