America's Logistics Combat Support Agency

The Defense Logistics Agency (DLA) is a U.S. Department of Defense (DoD) agency. DLA provides worldwide logistics support for the missions of the Military Departments and the Unified Combatant Commands under conditions of peace and war. It also provides logistics support to other DoD Components and certain Federal agencies, foreign governments, international organizations, and others as authorized.

This position is a Nonappropriated Fund (NAF) position with HQ, DLA Installation Support, in the Family and Morale, Welfare, and Recreation (FMWR) Division.

DUTIES:
Serves as Chief of the Defense Logistics Agency (DLA) NAF Contracting Office. Serves as a warranted contracting officer, as appointed, responsible for performing the total range of contract management, including all pre and post award on assigned procurements. Acts as an advisor to the HQ DLA MWR Staff Director and to the entire HQ DLA MWR Staff in the formulation of acquisition strategies. Responsible for Execution of the NAF Contracting implementation plan and for issuing and maintaining NAF Contracting Operating Guidance. Provides guidance and training to all DLA Sites on all matters related to NAF Procurements. Recommends improvements in contracting procedures and develops corrective action plans. Interfaces with IMCOM NAF Contracting on procurement policy and procedures as required. Assigns work to subordinate NAF contracting staff members and provides technical guidance, expert assistance, and mentoring in the execution of NAF contracts. Responsible for public relations and marketing. Collects and maintains NAF Contracting metrics and prepares required reports. Prepares and gives briefings and presentations pertaining to the NAF contracting function. Performs the full range of supervisory duties for assigned staff. May perform other duties as assigned.

QUALIFICATIONS REQUIRED:
Work experience directly related to the duties to be performed. Experience in managing complex procurements requiring source selections procedures. Contract training in Law, Administration, Pricing, Construction, Negotiations, and Source Selection is required. Must be proficient in Microsoft Office.

Highly desired are candidates who possess a bachelor's degree, and/or have experience with the Standard NAF Automated Contracting System (SNACS).

Conditions of employment:

7. Incumbent must file a Confidential Statement of Affiliations and Financial Interest in accordance with the requirements of AR 600-50.
