As a Supervisory IT Specialist, you will be responsible for the establishment, management and oversight of a team to track, manage and oversee all IT enterprise IT projects within the Office of the Chief Information Officer.This office is responsible for providing high quality, enterprise IT services and solutions to all GSA associates in partnership with our customers, the services and staff offices (SSOs) and regions. Duties include:
Ensures multiple OCIO and GSA-wide projects and investments align to sound business needs.

Establishes and manages a Project Management Office (PMO) team within the Office of the Deputy Chief Information Officer to establish Project management policies, guidelines, templates and processes.

Establishes, manages and oversees a team to execute vendor management actions for all IT acquisitions planning and execution.

Establishes and manages cloud application development processes and governance, including management of Agile Development Life Cycle projects using established SCRUM methodologies for shared cloud platform development.

Serves in a supervisory capacity with responsibility for the day-to-day operations, management of a Division to include, but not limited to, hiring, performance evaluations, awards, leave approval and training for government personnel.

The GS-15 salary range starts at $123,758.00 per year, if you meet the following qualifications. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. To qualify, you must have IT-related experience demonstrating EACH of the four competencies, specialized experience, and the Selective Placement Factor listed below:

Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials). Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups. Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues. Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is managing all aspects of a fully cost-reimbursable information systems consulting activity; preparing operating plans, detailing resource requirements and program objectives; developing information technology business with client agencies; developing operational procedures, detailing resource requirements and program objectives; developing and managing information technology acquisitions; and demonstrated successful management of large complex information technology projects.

SELECTIVE PLACEMENT FACTOR In addition to meeting the qualification requirements described above, all candidates must meet the following Selective Placement Factor to be determined minimally qualified for the position. Possession of demonstrated, direct experience establishing and managing an enterprise project management office specifically focused on implementing cloud computing projects, vendor management, and project delivery.

Complete a "Declaration of Federal Employment" (OF-306) to determine suitability for Federal employment.

Undergo a background security investigation and receive a favorable adjudication.

If you are not a current GSA employee, you must complete the Department of Homeland Security (DHS) Form I-9 to determine identity and employment (work status) eligibility. GSA will verify the information through the DHS e-Verify automated system. Any identified discrepancies must be resolved as a condition of continued employment.

Complete an OGE Form 450, Confidential Financial Disclosure Report, and obtain approval that no conflict or an appearance of conflict exists between your financial interest and this position.

Undergo a security investigation and receive a national security clearance from the GSA security office prior to starting the job. This position is a non-critical sensitive national security position.

Complete a one year supervisory or managerial probationary period, unless this has been previously fulfilled.

The Category Rating procedure is being used to rate candidates. If you are found qualified for the position, your responses to the self assessment vacancy questions will be used to place you in one of the following categories: Qualified, Well Qualified, Best Qualified. Your responses to the vacancy questions must be supported by your resume or the Human Resources Specialist may adjust your responses lower. Within these categories, applicants eligible for veterans' preference will receive selection priority over non-veterans. Appropriate documentation must be received to adjudicate veterans' preference. You will be evaluated on the vacancy related questions that were designed to assess your overall possession of the following competencies/knowledge, skills, and abilities:

Knowledge of business and financial analysis of existing and alternative processes and systems, and ability to develop business cases to recommend IT modernization investments to GSA's governance bodies.

Skill in oral communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities within the regional setting, to articulate positions/policy of vast technical complexity and to represent the agency on task forces.

Knowledge of project management principles, methods, and practices including developing plans and schedules, coordinating and managing projects and resources, estimating and reporting on accomplishments and contractor performance, and applying business process engineering concepts and methods sufficient to lead/conduct studies designed to identify potential improvements in the way information technology is applied to key business functions.

Knowledge of IT vendor management, Information technology services industry and strategic IT trends.

Knowledge of IT portfolio management and investment analysis.

Knowledge of cloud computing and Agile Application Development life cycle.

Ability to researches sensitive, complex or otherwise controversial issues, utilizing all resources available.

Knowledge of management concepts, principles, methods, and processes to plan and manage the assigned programs.
