This position is for a National Guard Non-Dual status (NDS) technician only. The position meets the criteria of the NDS Management plan as follows: The position resides within the infrastructure and supports functions of the state National Guard; the incumbent is not subject to mobilization nor is the work described part of the military mission and the incumbent does not perform a key advisory or essential administration role that is inherently military. Continuing Education: The position will require Continuing Professional Education (CPE) as established by the Government Auditing Standard (The standard is currently 24 hours of CPE annually and a total of 80 hours of CPE every 2-year period.)
The incumbent will:
Plan, conduct, and report on audits in accordance with Government Audit Standards issued by the Comptroller General of the United States.
Conduct audit projects without precedent or of such a nature as to require original assessment and judgment to develop an audit plan and fact-finding techniques.
Study available background material to gain program information and leads.
Provide unscheduled, quick reaction troubleshooting capabilities to prevent or correct high-profile problems.
Prepare audit reports that present findings, identify causative situations, and recommend corrective action.
In order to qualify for this position, applicants must fulfill the basic requirements via one of the two options below:
Education: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") NOTE: Applicants must submit supporting transcripts if qualifying based on education.
Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. NOTE: Applicants must submit supporting transcripts if qualifying based on education. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to the basic requirement above, applicants must meet the specialized experience clause below to qualify.
Specialized Experience: One year of specialized experience at equivalent to the GS-11 level in the Federal service performing the following duties: performing financial audits that require extensive cost and price analysis techniques; performing survey work to identify potential weaknesses in internal controls; persuading officials of the value of audit recommendations with implementation as the ultimate objective; and preparing audit reports that present findings, identify causative situations, and recommend corrective action.
