This position is located in the Department of Health and Human Services (DHHS), Office of the Assistant Secretary for Administration (ASA), Office of Business Management and Transformation (OBMT) in Washington, DC.

Background investigation required. DUTIES:
  • Leads the development of common procurement vehicles to support the use of open innovation programs (e.g., prize competition, crowd-funding).
  • Leads the strategic planning of future goals and activities for the Department including the needs assessment for new prize competitions and provide alternative solutions when prize competition is not an appropriate tool.
  • Establishes suitable Department level metrics for evaluating programmatic and technical accomplishments, monitors progress by applying evidence-based, hypothesis-led investigation (e.g., statistical analysis, web analytics) and provides regular feedback to the HHS Innovation Council.
  • Assists in developing and evaluating budgetary and resource requirements, by applying decision management principles, in concert with appropriate prize competition managers at the HHS Operating Division (OpDiv) level, and maintains insight into Department-wide expenditures.
  • Creates an environment for experimentation with new open innovation approaches.
  • Ensures that proper coordination occurs between prize and challenge programs and projects throughout the Department by determining and executing coordination within the Department as well as other government agencies, and academic and industrial communities.
  • Performs other duties as assigned. QUALIFICATIONS REQUIRED:
In order to be considered for this position, you must meet the basic and minimum qualifications requirements for the Operations Research Analyst (Open Innovation Manager), 1515-14.

Basic Qualifications for the 1515 Series:
A degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

The following are illustrative of acceptable courses: optimization; mathematical modeling; queueing theory; engineering; physics (except descriptive or survey courses); econometrics; psychometrics; biometrics; experimental psychology; physical chemistry; industrial process analysis; managerial economics; computer science; measurement for management; mathematical models in social phenomena; and courses that involved application of operations research techniques and methodologies to problems of management, marketing, systems design, and other specialized fields; or other comparable quantitative analysis courses for which college-level mathematics or statistics is a prerequisite

AND

Minimum Qualifications for the Operations Research Analyst (Open Innovation Manager)1515-14:

One year of specialized experience, equivalent to the GS-13 grade level in the Federal service that includes experience leading implementation of new, innovative programs to foster innovation; skill in dealing effectively with decision-makers throughout an organization; preparing and presenting controversial, complex issues; and identifying the source of challenges and developing strategies to resolve the issues.
