This public notice may be used to fill anticipated indefinite, intermittent, permanent, temporary, and term vacancies with a full-time or part-time work schedule in various locations serviced by The United States Naval Hospital Okinawa as vacancies occur during the open period. You may be considered for those vacancies which match your desired geographic locations, experiences and competencies.

This position is located with the U.S. Naval Hospital in Agana Heights, Guam. As the Nurse Consultant you will be responsible in administering the Naval Hospital’s Risk Management Plan in accordance with the Bureau of Medicine and Surgery (BUMED) and the Joint Commission (TJC) guidelines.

DUTIES: · Provide new employees with an introduction to Risk Management (RM) during Command orientation.

· Coordinate four hours of annual in-service education on RM topics.

· Establish a system for the identification, reporting, assessment and reduction of adverse incidents.

· Facilitate RM plan improvements through proactive education efforts, review of committee minutes as well as other activities.

QUALIFICATIONS REQUIRED: In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. A degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed.


An active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.


Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing guidance on general hospital safety (e.g. Risk Management, Utilization Management, and Infection Control).


Successfully completed doctoral degree (Ph.D. or equivalent) or 3 full years of progressively higher level graduate education in nursing with a concentration in a field of nursing (e.g., teaching, a clinical specialty, research, administration, etc.) or in a closely related non-nursing field directly applicable to the requirements of the position to be filled.


A combination of specialized experience and education that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal 100 percent.

Selectee should possess Basic Patient Safety Manager (BPSM) certificate prior to or within the first six months of employment. Systems Engineering Initiative for Patient Safety (SEIPS) and Advanced TapRoot courses are recommended during the first eighteen months of employment.

Selectee should prepare for national certification at 24 months, i.e. Certified Professional in Healthcare Quality (CPHQ), certified Professional in Healthcare Risk Management (CPHRM) or the Joint Commission Certified Accreditation Professional (JCCAP) if not already certified.
