In support of the Montana State University’s mission of education, research, and public service, the Information Technology Center empowers the faculty, staff, researchers, and students to take full advantage of information technology to transform and benefit the MSU community and the citizens of the State of Montana. The ITC manages Montana State University's multilevel, distributed computing infrastructure and information systems across four campuses, serving the university with a robust environment that ensures the reliable and safe use of information resources.
Under general direction of the Director of Business Administration, plan, initiate, and manage complex information technology (IT) and enterprise programs from design and development to production and closure. Plan stages, assess business implications for each stage, forecast and manage risk. Monitor progress to assure deadlines, standards, cost targets, and business outcomes are met. Serve as liaison between business, stakeholder, and technical aspects of programs and projects. Assists in the development and operations of the Program Management Office including the development of policies and practices related to project and program management.
Work with functional area stakeholders and Subject Matter Experts (SMEs) to define requirements and plan program and project deployment.
Plan and schedule program phases, deliverables, goals, and milestones using PMI standards and related tools such as Gantt charts and Work Breakdown Structures.
Develop, vet, and obtain approval on program and project plans and deliverables including information such as common goals and benefits, objectives, technologies, systems, information specifications, schedules, funding, and staffing.
Manage project execution to ensure adherence to budget, schedule, and scope; coordinate and oversee activities of program and project personnel.
Identify and solve present and potential issues. Forecast risk; create and execute strategies for risk mitigation and contingency planning.
Prepare status reports by collecting, analyzing, and summarizing information and trends, prepare and maintain project documentation.
Establish and execute communication plans.
Bachelor’s degree or higher in business, technology or related field.
Experience in project management of complex projects.
Experience in managing or implementing information systems or application development.
Demonstrated knowledge of PMI project management standards and best practices.
Advanced degree in business, technology, or related field.
PMI project management certification.
Advanced experience managing information systems projects.
Experience in the higher education industry.
Experience with Banner or equivalent ERP development or integration projects.
Experience managing programs or organizational initiatives.
Strong organization and planning skills with demonstrated follow-through and results orientation.
Strong public speaking, written and oral communication skills.
Strong interpersonal relations and collaboration skills including the ability to direct team work and achieve results through influence and persuasion, having no direct authority, and the ability to successfully navigate social systems.
Ability to predict, analyze, troubleshoot and mitigate complex technical, business, and organizational problems.
Ability to apply project management standards and practices to a variety of IT/IS implementations without specialized expertise.
