Under the direction of the Director - Capital Programs the incumbent will be responsible for providing Mechanical Electrical Plumbing (MEP) engineering design review, coordination, code input and construction technical support for all capital projects in the Department of Planning and Architectural Services (DPAS), ranging from code corrections, minor and major renovations, systemic replacement projects, and new or replacement schools. The incumbent will also be responsible for coordinating MEP concerns with other internal departments, including the Department of Maintenance and Plant Operations, Transportation, Food and Nutrition Services, Regional Offices, and other departments as required to support the MEP infrastructure needs. This position will provide assistance in construction quality control for the Department of Planning and Architectural Services Capital projects and assist in developing MEP engineering standards
DUTIES & RESPONSIBILITIES:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Assist with MEP design and reviews of all capital projects including HVAC design;
Provide technical oversight and guidance to DPAS design, construction and project management staff;
Assist with all capital projects in design and construction;
Assist with all capital projects regarding MEP permit review process, including the review and response to agency comments;
Develop detailed design specifications and assists in the preparation of bid packages for MEP engineering services and similar to contracts to support DPAS needs;
Develop detail MEP engineering related scope of work for all capital projects;
Review and comment on all MEP engineering related work performed by engineering consultants;
Conduct site inspections to ensure adherence to engineering standards and specifications;
Support construction contractor and provide MEP engineering related support, review and coordination to ensure that the quality expectation are properly met during construction;
Review material specifications to ensure they adhere to the standards;
Develop highly complex engineering studies, plans, specifications, calculations, evaluations, design documents, and performance assessments as required;
Recommend alternative engineering solutions to management to meet the school district's needs;
Design, develop, modify and evaluate systems, processes, or facilities to support the capital improvement projects objectives;
Review all project MEP field reports on a monthly basis;
Coordinate with office staff, consultants, contractors and other personnel; and
Any additional tasks identified by your supervisor.
The requirements listed below are representative of the knowledge, skill, and/or ability required.
Excellent verbal and written communication, people/customer skills and proven leadership abilities with the motivation to manage MEP design projects from initiation through successful completion;
A minimum of 8 years' experience in the design of HVAC, plumbing and electrical systems for public and private school facilities. Experience should include HVAC and plumbing estimating, production drawings, development of specifications and construction cost estimating;
Working experience with engineering programs, including AutoCAD, Revit and Microsoft Office including Word and Excel;
Familiar with use of all local and applicable national codes;
Demonstrated knowledge and application of principles in area of engineering specialty;
Ability to perform effectively in high-pressure situations while maintaining focus and calmness;
Demonstrated communication and interpersonal skills involving the ability to work cross-functionally to understand requirements, present alternatives, and recommendations;
Proficient with the use of personal computers including automated tools;
Possession of an appropriate and valid Maryland Motor Vehicle Operator's License with driving record indicating five (5) or fewer current points of which no more than three (3) shall have been accumulated as a result of traffic violations occurring while operating a Board of Education vehicle (see Prince George's County Public Schools' Bulleting A026-85 dated October 8, 1984); and
Ability to travel and conduct field work as needed within the school district. Job Requirements
Graduation from an accredited college or university with a Bachelor's degree in Mechanical Electrical Plumbing Engineering, or the equivalent combination of education and experience with a minimum of 5 to 8 years' experience or equivalent in the MEP engineering field. Three plus years must be in a lead engineer role, and five plus years actual design experience.
Experience in systems design, calculations, specifications and cost estimating in HVAC, Plumbing and Electrical Systems for educational projects required. Must have customer contact and project management experience.
Professional Mechanical Electrical Plumbing Engineer licensed in the State of Maryland. HVAC PE, HVAC Design Engineer, Mechanical HVAC Engineer, Electrical Degree (either EE or EET) with a preference of 5 to 8 years' experience.
No direct supervisory responsibilities.
