DUTIES: Back to top · The primary purpose of this position is to serve as the Civilian Aerial Port Terminal Manager, participating fully in all aspects of the overall aerial port management and operations to include specific assignments directly from the 734 th AMS Commander.
· Plans, organizes, and oversees the activities of the Aerial Port. Performs supervisory personnel management responsibilities.
· Serves as focal point for 734 AMS coordinating with HQ AMC, NAF, and AMSs on personnel and cargo deployment actions during wartime, contingency, peacetime, Air Expeditionary Force (AEF), or emergency operations.
· Represents the 734 th Air Mobility Squadron’s Aerial Port with a variety of installation and functional area organizations.
· Assists in planning and monitoring the Transportation Working Capital Fund (TWCF) Budget for the Aerial Port.
QUALIFICATIONS REQUIRED: Back to top SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade level of GS-11 or equivalent that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must include a general knowledge and understanding of traffic or transportation programs or operations, maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.

Federal Time-In-Grade (TIG): Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 grade level or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of DoD, Air Force, Air Mobility Command, Federal Aviation Administration rules, and other applicable laws, regulations, instructions, and directives as they pertain to aerial port operations. Incumbent must possess an extensive technical knowledge of a military air terminal, which has advance design-installed industrial materials handling equipment, complex computer operations, and rapidly changing procedures/concepts of air terminal operations.

2. Knowledge of safety and security regulations, practices, and procedures.

3. Knowledge of Military/US civilian personnel administration and ability to plan, organize, and direct the functions and mentor, motivate, and appraise organization personnel through subordinate supervisors.

4. Working knowledge in monitoring manning, budgetary and supply requirements. Skills in analyzing, planning, and adjusting work operations of nine or more organizational sections to meet program requirements and objectives within available resources.

5. Ability to communicate both orally and in writing. Ability to identify, analyze and translate complex information makes appropriate judgments and evaluates options concerning aerial port operations and maintenance.

6. Ability to use common Automated Data Processing software such as MS Word, MS EXCEL, etc and specialized systems such as GATES, GTN, GDSS, etc.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT :

1. SECRET security clearance required. “This position is designated as a key position IAW AFR 40-910. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status is alternatives for filling of the position during an emergency are not available.”

2. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Requires in depth knowledge, background technical expertise in airlift and commercial transportation considerations, desirable.

3. The complexity and sensitivity of the air terminal operations mission, short deadlines, and the number of varied personnel supervised “around the clock” require significant leadership ability effective and timely communications, and extensive managerial skills with personal flexibility essential to overall functional and mission accomplishment.

4. May be required to participate in En Route Operational Readiness Inspections, Local Operational Readiness Exercises, Staff Assistance Visits and Major Accident Response Exercises.

5. IAW provision outlined in AFPD 36-5, Civilian Personnel Resource Management, DoDD 1400.3.1, DoDD 1404.10, DoDD 1200.7 and specific guidance contained in AFI 36-507, Mobilization of the Civilian Work Force. Incumbent of this position must file a DD Form 2365.

6. In the absence of the Military Officer, assumes full control of all aerial port operations.
