· The primary purpose of this position is to serve as the Resilience Program Specialist/Facilitator at an Air Force (AF) installation. Major responsibilities include Community Action Board (CAIB) Executive Director, Integrated Delivery System (IDS) Chair, Caring for People (CfP) Coordinator, and Status of Health and Airmen Resilience Exchange (SHARE) Coordinator. Analyzes/evaluates issues relating to individual/family/community resilience and individual preparedness. Develops recommended solutions in cooperation with all appropriate functional agencies. Represents the Installation CAIB/IDS at all levels of command. Reports to the Wing/Vice Wing Commander.
· Serves as the Executive Director of the installation CAIB and as the installation Chair of the IDS. Serves as the installation Caring for People (CfP) Coordinator.
· Leads CAIB and IDS. Formulates, plans, and carries to completion a variety of analyses on issues involving the broad spectrum of individual/community resilience and preparedness.
· Enhances Airmen/Family Resilience. Coordinates installation resilience efforts, including all mental, physical, social, and spiritual fitness initiatives, programs, and activities.
· Provides administrative advice and support to the CAIB Chair

QUALIFICATIONS REQUIRED: Back to top SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent. Specialized experience must include k nowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area of installation resiliency as well as the major issues, program goals and objectives, work processes, and administrative operations of the installation, as well as higher levels in a very large organization. Knowledge to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions; and packaging the entire process in briefings, papers, or reports suitable for top management use and decision making. Knowledge of behavioral, social, and economic factors affecting AF military/civilian workforce and their families.

Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area of installation resiliency as well as the major issues, program goals and objectives, work processes, and administrative operations of the installation, MAJCOM, and AF.

2. Knowledge to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions; and packaging the entire process in briefings, papers, or reports suitable for top management use and decision making.

3. Knowledge of behavioral, social, and economic factors affecting AF military/civilian workforce and their families.

4. Ability to understand social services delivery systems as well as concepts, principles, theories, and practices of social or behavioral science.

5. Ability to effectively lead and chair committees, working groups, and teams.

Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ADDITIONAL CONDITIONS OF EMPLOYMENT :

1. A bachelor’s degree is highly desirable.

2. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

3. May occasionally be required to work other than normal duty hours.

4. The work requires the incumbent to obtain and maintain the appropriate security clearance.
