Experience: Fifteen years of progressive experience in business management, organization, procurement, maintenance, distribution or business improvement services, with at least ten years of managing and directing a multi-discipline staff and subcontractors.
Specialized experience: Experience and qualifications in logistics management or supply chain management activities at the strategic, tactical and operational level is preferred. Having a demonstrated understanding of the Navy Fleet & Industrial Supply Center and their logistic support services mission, as well as other contract labor support to the U.S. Navy, Marine Corps, Coast Guard and Department of Defense (DoD) customers within the Guam operating area is desired.
Functional Responsibility: Responsible for the effective management of funds, personnel and delivery of contractual requirements for multiple support activities and subcontractors. Provides direction and oversight for complex contract activities, cost management, performance, schedule, training and administrative functions, to include resource planning, invoicing and monthly reports. Supervises program personnel and maintains responsibility for all aspects of the program and related projects. Ensures the timely and efficient execution of the project tasks, deliverables and metrics mutually agreed to by the client by closely monitoring and controlling entire contract performance. Implements and maintains quality control, quality assurance and continuous process improvement throughout the project life cycle. Proactively interacts with the client to maintain effective communications and ensure pertinent information is assessed and distributed to respective stakeholders.
Minimum Education: Bachelor’s Degree. Years of equivalent experience may be substituted for the education requirement, provided the experience requirement has been fully met.
