The primary purpose of this position is to perform as a supervisor within the Environmental Contracting Division, responsible for acquisition planning, solicitation, source selection, award, administration and closeout of contracts and delivery orders involving high-dollar environmental programs.
Supervise contracting professionals in accomplishing contractual actions in support of mission requirements.
Lead acquisition team and mentor employees to develop their skills as team participants in achieving customer needs and expectations in a timely manner.
Serve as a business advisor to program officials and Environmental Contracting Division Branch Chief concerning business strategies and work operations.
Perform special projects and problem resolution as required, including all required research/fact finding.
Perform the full range of duties of a warranted Contracting Officer.

A 4-year course of study leading to a bachelor's degree with a major in any field;
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

This is a Warranted Contracting Officer position.
At least 2 years of experience in a contracting position is required
; at least one (1) year of specialized experience must be at the next lower grade (GS-12) or equivalent.
Specialized experience must include
one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation.
Duties may have included awarding of contracts within delegated contracting officer authority, or recommending award to contracting officer on contracts outside delegated authority.
Exercises experienced judgment, initiative and resourcefulness to identify regulations and laws which do or do not apply to the particular procurement, to devise new contractual provisions or innovative financial arrangements and incentives, to develop justifications for adopting a contractual posture which includes new or modified contractual positions or which appears to be at variance with established guidelines.
Serves as technical expert and advisor to management, customers, and contractors in assignment area relative to the market, the industry, specifications, socioeconomic concerns, and similar matters.
Technical decisions are normally accepted.
May serve as leader over lower grade contract specialists, providing technical direction and guidance on unusual problems and new assignments.
(TIG) Requirement for General Schedule (GS) Positions:
Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral.
The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of contracting laws, principles, and regulations to analyze familiar and unfamiliar contracting situations and develop and implement sound acquisition strategy.
Working knowledge of all contracting techniques such as incentive contracts, award fee contracts, patent and data rights clauses, furnished property acquisition and disposal, etc.
Must be able to understand the use of all contract types and techniques and their proper application to the myriad of contracting situations.
Broad knowledge of the various MIS systems utilized including, but not limited to, AMIS, ConWrite, MOCAS, and PMPC.
Knowledge and skills of leadership, management and supervision and an ability to motivate the workforce.
Skill in interpersonal relationships.
Knowledge of the various equal opportunity and affirmative action programs.
Skill in communicating specialties to include both pre-award and post-award functions.
Skill in written and oral communication.
Knowledge of civilian personnel management regulations and procedures in order to manage and supervise subordinates.
Ability and experience to review recommendations from team members and recommend approval/disapproval.
