The Financial Analyst is assigned to one or more programs or subprograms under the direction of a Principal Managing Analyst: provides financial expertise to a department and programmatic management, federal and other grantors on financial matters pertaining to assigned programs, including budget, cash management, reconciliation, compliance with state and federal regulations, federal reports, forecasts, and monitoring for assigned programs; provides financial expertise through a Financial Manager to the Governor's Office of Strategic Planning and Budgeting, the Joint Legislative Budget Committee, and the Legislature; communicates with other Administrative staff and with programmatic staff; completes assignments in a timely manner with a quality work product.
KNOWLEDGE, SKILLS & ABILITIES: KNOWLEDGE of: principles, practices of administration with special reference to organization, accounting and auditing, fiscal management and budgetary control; office management.
SKILL in: initiating expenditure corrections (EX) and Journal Voucher (JV) transactions within the agency's automated financial management system affecting assigned programs.
ABILITY to: do difficult analytic work; write and speak with clarity; monitor appropriations, revenues; schedules, prioritize, prepare and review federal reports for grants applicable to assigned programs; develop annual state and federal budget requests for assigned area; act as a single programmatic point of contact for assigned programs; set workflow priorities of assigned area and serve on cross-team task groups as necessary; use computer programs and software.
PREFERRED/IDEAL CANDIDATE: will possess Bachelor's degree in accounting, finance or economics OR Master's of Business Administration, Master's of Public Administration, or Master's in a related field such as accounting, finance, or economics from an accredited college or university; or 2 years of complex administrative work experience in budget preparation, analysis, and control, funding, financial reporting or related specialties.
