Sunoco Logistics is adding to staff. The Manager of the Control Room Management (CRM) program will provide support to operations facilities classified as a Control Center in monitoring the existing CRM program, designing and implementing future policies and maintaining uniform compliance with all applicable CRM regulations as per Pipeline and Hazardous Materials Safety Administration’s (PHMSA’s) directive. This compliance will be proactively managed by reviewing, understanding and educating management on appropriate compliance activities, including the annual review and updates to the overall program, the creation of new policies and establishment of programs and procedures that allow SPLP to be fully compliant with the CRM regulations. Position requires the incumbent to stay current with CRM regulations, participate in industry CRM related groups, and closely monitor developments in PHMSA’s approach to enhancing these regulations so that s/he can serve as a vanguard of changes in the regulations. This position interacts with various personnel in the Control Center to include; Manager of Product Movements, Pipeline Operations Managers (PLOMs) and Control Center Training Coordinator in further developing existing program and coordinating the implementation of these programs and procedures. Will also be responsible for reviewing the level of CRM compliance via a program of internal audits as well as supporting, preparing for, and facilitating regulating agency audits. This position will also support all PHMSA reporting requirements for exceptions and proper record keeping to the CRM rule and for all annual reports which document compliance. Work closely with the DOT Compliance and Operations Excellence Group to review and communicate compliance and audit strategies, results, protocols used throughout the organization and represent Control Center during PHMSA audits specifically directed at our CRM Program. The Manager of the CRM Program is also responsible for managing the CRM Compliance Plan documents in an orderly and accessible fashion, and to track all updates to these documents as per the requirements of the regulations, and s/he must always view the CRM regulations in terms of how the best practices within our compliance effort should be communicated to the field operations, even those field operations outside the purview of the PHMSA CRM regulations, so that the general operations can be continually improved.
Requirements
Bachelor's degree. Must have at least 5 years of hazardous liquid or gas pipeline industry or regulatory compliance experience. Knowledge of 49 CFR 194, 195, standards incorporated by reference (API, ASME, MSS, ASTM, NFPA, NACE) required. Experience working with PHMSA. Ability to accurately interpret regulatory language. Experience working with regulators. Excellent interpersonal skills and excellent written and verbal communication skills required. Must be a team player. Ability to interact well with people within Sunoco and with external Agencies. Must be proficient and skilled in the Microsoft Office. A valid driver’s license is required for this position.
Skills Desired: Preferred Skills, Education, and Experience:
Bachelors degree in engineering or technical discipline with some complementary pipeline/regulatory experience.
