Senior Business Analyst for RRSW Program Office in support of the Operationally Responsive Space Office at Kirtland AFB, Albuquerque, NM. Oversees the administrative functions and staff at the operations and/or office level. Responsibilities include, but are not limited to; Human Resources, Finance, Facility Maintenance and Management, Safety, Security and Information Technology. Other administrative duties may include expense report processing, , employee in-processing and out-processing, processing proposal/contract work orders and training coordination. Processes weekly management reporting and translates weekly projections into month end position with ability to project Year End / Funds Exhaustion dates. Provides RRSW subcontract management support by tracking funds exhaustion for each subcontractor and providing management team support in areas of pricing and development of funding modifications to subs. Supports development of Statements of Work, Deliverables Lists, and Schedule of Events required to maintain the RRSW contract including pricing analysis and SOW mapping. Assists in the development and validation of NASA monthly and quarterly 533 reports including Variance Analysis. Develops and maintains advanced metrics for procurement tracking. In direct contract/program management role, the employee may be responsible for preparing task cost estimates, task order/assignment plans, delivery orders, statements of work, tracking contract costs, preparing and/or validating monthly cost reporting and voucher verification, and performing expenditure rate and indirect rate budget analyses. Interfaces with MEI contract officer and RRSW subcontract officers, and customers to insure smooth operation of contracts and flow of funding. Works with contract and subcontract administrators and other Business Office personnel in matters vital to the efficient functioning of the contract. Supports Integrated Master Schedule development, status, analysis and reporting. Supports schedule risk analysis, critical path assessments, giver-receiver requirements and critical resource availability. Supports development of Performance Measurement Baseline (PMB). Supports status, analysis and reporting of EV results in support of Earned Value Measurement System goals. Supports Capital and Government Property asset tracking and lease/purchase tradeoff analysis.
Facility Security Officer duties include : Verification of visitor security clearances and security access roster for visitors requiring access to the facility. Facilitate access in accordance with Security SOP. Operate existing or any implemented security/identification system to include creating, updating, and deleting of badges within the system. Issuance of visitor badges to properly cleared individuals requiring access, and control all badges issued and returned by maintaining a Visitor Control Logbook. After allowing entry, direct or coordinate the escort of cleared visitors to authorized event locations. Maintenance of all pertinent security checklists, security orders, directives, maintain safe inventory of classified documents, reports and correspondence while ensuring accessibility to the event site. In-process/out-process cleared employees, maintain employee clearances, prepare and submit employee visit requests, prepare for and undergo yearly government inspections of security program. Ensure that building daily opening and closing procedures are completed in accordance with required security regulations and guidelines.
Office manager responsibilities include : Answering phones, scheduling appointments and conference rooms, reconciling monthly American Express Expenditures, providing general administrative support, taking morning meeting minutes and distributing them to the staff, ordering necessary office supplies, furniture, computer equipment, printers, and kitchen supplies along with management of the office cash box. Additional duties include interface with the building manager for required repairs and in controlling access to the building keys and access codes. Duties may also include assisting in the organization and execution of office special onsite and offsite events. The office manager is also required to insure that office policies are communicated and carried out efficiently including health and safety procedures, maintaining office records and expenses, maintaining customer and vendor files, serving as the FeDEx account representative, and ensuring that office phones and IT equipment are functioning properly.
This position requires a motivated person with a proven track record in office administration, project control, superior organizational skills, the ability to juggle multiple priorities, and the proven ability to work under pressure. Ability to maintain metrics across multiple multi-million dollar efforts. Must have a strong working knowledge of the current Defense Security Service (DSS) guidelines pertaining to all facets of classified work, visits and documents. Working knowledge of the Joint Personnel Adjudication System (JPAS) helpful. Experience working in space or space technology environments desired. Excellent communication skills and a high level of experience with Microsoft Office products, i.e. Word, Excel and PowerPoint are required.
