This position will support JITC DOT&E IA Exercises. The USSTRATCOM Liaison Representative (LNR) will work as part of a team supporting the Joint Interoperability Test Command (JITC) IA Exercise effort in support of the Director, Operational Test and Evaluation (DOT&E), by providing direct support at USSTRATCOM. Based on desired COCOM Tier 1 Exercise, required friendly network force requirements and desired cyber effects the USSTRATCOM LNR will plan, coordinate, and participate in COCOM/DOT&E cross-staff activities to assure desired cyber mission training objectives are achieved with measurable metrics, as determined by the customer and supported COCOM Tier 1 Exercises and assist the CCMD exercise planners with development of the Master Scenario Event List (MSEL) for IA and IOP.. Establish and coordinate liaison with the customer senior leadership. Develop plans and actions on assigned task orders including customer presentations, customer correspondence and reports, program plans, and corrective actions. Develop IA and IOP assessment plans consistent with the USSTRATCOM TOs to ensure the conditions by which operational evaluations of IA and IOP readiness and performance can be measured in accordance with DOT&E CMM. Ensure Red Team activities are conducted in support of the overall IA and IOP assessments and are based on Defense Intelligence Agency (DIA) validated threats. Realistically portray the array of potential threats, and integrate into the Red Team and/or OPFOR campaign plan for the exercise. Contribute to the accomplishment and success of overall objectives and long-range goals of the organization, specifically focused on exercises, cyber assessment synchronization and DOT&E prioritization and synchronized management of DoD assessments. The USSTRATCOM LNR will be expected to multi-task efforts between DOT&E, JITC, and COCOM staffs.

Education: A Bachelor's Degree with a minimum of ten (10) years of total experience. Relevant knowledge gained through significant practical experience may be substituted for degree requirements.

Experience: Applicants must have proven expertise in the management and control of schedules/resources and managing multi-task efforts. Work history must demonstrate increasing responsibilities in information assurance, information systems, and emerging cyber requirements. Broad knowledge of the Joint Staff Joint Exercise Life Cycle (JELC) is desired. Experience with IA/Cyber assessment methodologies utilizing Vulnerability Assessment (Blue Team); Remediation & Mitigation Assistance Support (Green Team) and Penetration and Exploitation Support (Red Team) is required.

Knowledge, Skills and Abilities: Must be a team player, independent, proactive, and possess excellent problem solving, communication, and organizational skills. The candidate must have working knowledge of Operational and Interoperability testing, Information Assurance testing and Joint C4ISR systems acquisition and testing requirements. Candidate must have decision-making, problem solving, time management and crisis management skills with the ability to pursue reduction of problems through functional management from AO to 0-7/GS-15 echelons. All applicants also must have strong technical writing skills and be thoroughly familiar with the MS-Office Suite (i.e., MS Word, Excel, and PowerPoint).

Applicant selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information. A Single Scope Background Investigation (SSBI) completed within the past five years is required.
