Both of the following are required:
1. A baccalaureate degree with twenty-four semester hours in accounting plus three years of professional level experience in auditing.
2. Possession of a current certified public accountant (CPA) license or the certified internal auditor (CIA) designation.
A master's degree with a major in accounting, business administration, finance, management, economics, quantitative methods, public administration or information systems and decision science will substitute for one year of the required experience.
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Association of Colleges and Schools; the New England Association of Schools and Colleges; the North Central Association of Colleges and Schools; the Northwest Commission on Colleges and Universities; The Southern Association of Colleges and Schools; the Western Association of Schools and Colleges.

Function of Work:
To serve as the head auditor for an internal audit program at one of the 20 major agencies.
Level of Work:
Administrative from the Deputy Secretary or other executive at one if the 20 major agencies
Project and functional over agency personnel as needed to fulfill the internal audit mission.
Location of Work:
May be used by all state agencies.
Differs from Auditor 4 by having full responsibility for managing the internal auditing program of a department.
Differs from Audit Manager and Audit Director 1-3 by the absence of two or more subordinates.

Examples of Work:
Manage all aspects of an agency's internal audit program, including developing an internal audit charter, the annual assessment of risks, and annual audit plans.
On a continuing basis evaluates internal control structure to include data processing controls, both general and application.
Provide a tracking system to follow-up on all findings of internal and external audits.
Perform performance, compliance, and operational audits of agency programs. Performs validity and accuracy tests of agency performance measures.
Interprets laws, rules, and regulations which will impact the audit program at an agency and ensure agency compliance with all mandated changes.
