Serve as the Associate Director of the Research & Analysis Team (RAT) by managing and coordinating individual analyst work activities related to State and Corporate projects in support of EQRO and corporate activities. This position assists in supervising RAT staff and helps to coordinate both internal and external resources to achieve corporate, department, and project goals and objectives. Provides research leadership, analytic expertise, technical interpretive writing and mentoring to junior level staff, as well as ensures the scientific soundness of study design, analysis, and interpretations of a variety of health care studies. The RAT-AD acts as an internal and external liaison for analytic activities by planning, executing, and monitoring projects; supervising subordinate staff, managing client relations; and providing technical assistance. The RAT-AD represents the company as needed at regional and national levels and at meetings with assigned clients. The RAT-AD provides direct oversight of activities that support the Arkansas Medicaid Data Mining and Program Evaluation contract in addition to other State & Corporate projects. This position oversees the Arkansas Project Manager responsible for day-to-day management of the Little Rock office.


  • Assist in the development and implementation of staff training related to conducting EQR activities, analytic programming, and study design and execution.
  • Assist in the development of internal policies, procedures, and quality control processes that ensure scientifically sound and valid products.
  • Prepare and deliver technical assistance and scientific presentations to corporate staff and to HSAG clients, managed care organizations, and their contractors.
  • Serve as the secondary research contact for EQRO and private contracts. Responsible for maintaining and monitoring company-client relationships and ongoing client satisfaction for assigned contracts. Accountable for the staffing and conduct of all assigned analytic EQRO /private activities.
  • Accountable for ensuring completion of assigned analytic tasks according to contract specifications and ensuring that completed tasks meet client and budget requirements.
  • Assist and conduct day-to-day project management tasks, including planning, budget analysis, staffing, communication (written and oral), coaching, and training for assigned projects.
  • Provide leadership and be accountable for the project design, data abstraction and collection, monitoring, and report preparation for assigned projects.
  • Assure timely and high quality contract deliverables, and be accountable for the development and adherence to project time and task schedules for assigned projects.
  • Assist in the interviewing, hiring, and evaluation of subordinate RAT staff.
  • Assist in the drafting of responses to RFPs.
  • Troubleshoot with other HSAG departments on project activities, when necessary.
  • Act as the primary analytic contact for the PIP review process responsible for managing and coordinating RAT analytical support for the PIP review process. In addition, serve as the lead for internal and external PIP technical assistance.
  • Keep abreast of changes in the Medicaid managed care environment, database structures and current analytic methodologies, and communicate this information to health care analysts and others within the company.

    The RAT-AD is accountable to the Director of the Research & Analysis Team for timeliness, accuracy, and quality of selected analytic activities within the State & Corporate Services divisions.


    In this position, the employee may be subject to environmental conditions related to in-state and out-of-state travel.

    • Ability to demonstrate comprehensive knowledge of the Medicaid managed care environment, database structures, and analytic methodologies, and share/communicate this competency to others.

  • Masters degree in mathematic, statistics, epidemiology, public health or other related field.
  • Minimum of five years management/supervisory experience in designing study protocols, databases, analytical plans, and reporting results in a health care setting.
  • Experience in managing operations of quality management activities.
  • Quality improvement knowledge and analytical experience required.
  • Comprehensive knowledge in healthcare-relevant statistics, research design, methodology, and data analysis. Advanced knowledge of statistical software and MS Office applications in a Windows environment. Proficiency in SAS preferred.
  • Experience analyzing eligibility, claims/encounter, provider, health care survey, and other forms of health care data using SAS.
  • Proven track record of evaluating processes and developing process improvement plans.
  • Demonstrated proficiency in project management and developing client relationships.
  • Excellent oral and written communication and interpersonal skills.
