This is the journey-level class in the Accountant series. Incumbents perform the full range of routine and complex departmental accounting and record-keeping programs under only minimal supervision. Responsibilities require the use of tact, discretion, and independent judgment. Successful performance of the work requires thorough knowledge of governmental accounting practices and procedures, fund accounting, and fiscal management. This class is distinguished from the Senior Accountant in that the latter is responsible for more complex and higher-level accounting functions and exercises a higher level of discretion and independent decision-making.

Examples of Essential Job Functions:
Sets up, maintains, and reconciles general ledger accounts for property funds, including verifying fund availability, verifying charges are made to appropriate program accounts, identifying discrepancies, researching questions and issues and conferring with program managers.
Maintain and reconcile complex spreadsheets involving real estate portfolio including spreadsheets for analyzing and tracking cash flow and managing Agency assets.
Assisting in preparation and monitoring of property budgets for real estate funds. Provide assistance to program managers for budgeting and tracking real estate portfolio.
Prepare and submit required reporting to various lending sources including government rebates.
Provide full cycle bookkeeping for real estate nonprofit including accounts payable, accounts receivable, bank reconciliations, financial reporting, and budget variance preparation.
Maintain files and information within the organization’s financial, awards and filing systems from fund set-up to close-out.
Prepare, analyze, and issue financial status report. Duties include setting-up new funds, monitoring and verifying expenditures budget over runs; revising budgets and close outs; and preparing timely fund reconciliations, monthly variance reports and financial reports.
Reconcile and prepare audit schedules for property activity and assist external auditors in their audit procedures.
Monitors expenditures, revenues, and budget allocations to determine the Commission's financial status and prepares custom reports, graphs, and schedules as needed.
Interprets, explains, and applies general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of the Commission.
Analyzes and reconciles expenditure and revenue accounts; reviews and processes appropriation transfer requests between accounts.
Works directly with staff from other sections to resolve technical accounting and reporting issues and problems.
Conducts special research assignments, gathers data, and prepares reports for consideration by management or special committees .
Performs other duties as assigned.

Typical Qualifications:
Knowledge of:
Principles,practices, and techniques of accounting,auditing and budgeting, including general understanding of GAAP,FASB and G ASB. Real estate accounting preferred.
Good interpersonal skills required to work as a team.
Excellent written and verbal communication skills.
Exceptional experience developing complex linked spreadsheets.
Intermediate working knowledge of various Microsoft Office programs including MS Excel and Word. Ability to:
(Re)prioritize as necessary tomeet critical deadlines.
Exercise independent judgment and manage competing priorities using strong organization skills.
Handle high volume of diverse tasks,underdeadlines,with consistent accuracy and attention to detail.
Apply excellent analytical skills and flexibility to "get it done" effectively
Be flexible and resourceful.

Education and Experience:
Education and Experience:
Bachelor's degree in accounting, finance, business or public administration, or related field. The completion of a college level courses in accounting and eight (8) years of related work experience may substitute for the degree. Three years (3) experience in accounting including experience with computerized accounting systems or any equivalent combination of training and experience.
