Primarily responsible for assisting Regional Property Management with the following functions including but not limited to: supporting the Regional Property Managers in overseeing operations of the properties in a manner consistent with the values, policies, and procedures of Catholic Charities; the U.S. Department of Housing and Urban Development; the Maryland Community Development Administration and other related agencies. Receives and routes incoming phone calls responding to inquiries by Housing field staff, families and vendors. At the Direction of the Regional Property Managers develops and implements systems and operating procedures for establishing and maintaining uniformity among housing facilities in coordination with the Director of Property Management and the Quality Control, Compliance and Grants Administrator. Maintains accurate records and prepares and/or directs preparation and submission of reports. Develops and maintains data bases including but not limited to: REAC inspection; funding and regulatory monitoring; HUD annual renewals and HUD MOR data bases. Develops and implements an organized program of tracking continuing staff development and training for assigned staff. Works closely with the Regional Managers and the Accounting Department to develop and implement accountable and efficient operating systems. Coordinates the preparation of the property budgets as directed by the Regional Property Managers. Works with office management and other office and support staff for the following: office operations and procedures, typing, flow of correspondence, filing, coordinating volunteer schedules and other clerical services. Formulates procedures for systematic retention, protection, retrieval, transfer and disposal of records. Organizes files and maintains central property management records for each property. Promotes and monitors the "Tenants' Hot Line" and initiates and implements follow-up in communication with the Regional Managers. Oversees and promotes the operation of the Resident community computer network. Assures that a minimum of two town meetings in each senior community are scheduled annually. Attends a minimum of two town meetings per year. Assists Housing Administrative staff in maintaining memberships in professional organizations. AA Degree in Secretarial Science or Business and three years secretarial experience or an equivalent combination of education and experience. Proficiency in current office practices and Microsoft Word for Windows and a working knowledge of Excel and PowerPoint essential. Ability to communicate effectively in oral and written form; organize and prioritize work; handle multiple tasks simultaneously; maintain confidentiality; interact effectively with a diverse group of internal and external customers; analyze and solve problems; take initiative and follow-through with general supervision; follow oral and written instructions; take clear, concise and accurate messages; meet deadlines; and possess a willingness to learn new software packages. Must be able to travel between the building and nearly locations in a timely and efficient manner. The incumbent must have visual and hearing acuity and clear speech sufficient to perform the job effectively. and a current driver's license with no more than three points.
